US & England’s Economic Hell Fire in Sri Lanka

Before you study the economics, study the economists!

e-Con e-News 02-08 October 2022

‘Between the Persian Gulf & Red Sea to the west

and the Straits of Malacca & Sunda to the east,

Sri Lanka is arguably the most strategically located maritime nation in the region.

More than 60,000 ships – including two-thirds of the world’s seaborne crude oil,

half of its container ships, and all US Navy vessels passing between the 5th & 7th Fleets

– annually transit Sri Lankan waters.’

– US State Department’s Integrated Country Strategy, April 2022

Former English diplomat Charles Parton wishes to militarily terrorize Asian shipping and industry. Parton, writing in London’s Financial Times this week, wants ‘the US to remind China that…it could block the Malacca & Sunda straits through which China’s oil arrives’ from West Asia. And what of their plans for Sri Lanka?

A fellow of the Council on Geostrategy, Royal United Services Institute & Mercator Institute for China Studies, Parton also notes, ‘a well-aimed US missile’ could destroy the Taiwan Semiconductor Manufacturing plant that ‘produces the majority of the world’s advanced semiconductors’, to prevent it from falling ‘into Chinese hands’. FT London is owned by Japan’s Nikkei (see ee Industry, West must remind Xi).

US and English warships unleashed sea drone drills in the Persian Gulf off Bahrain on Friday, in retaliation for the closer economic ties (OPEC+) announced between Asia and Russia. In East Africa, they are waging war on Ethiopia. In the North Pacific, media avoid mention of US threats and only reported Free Korea’s missile test over Japan.

The Malacca & Sunda Straits are considered ‘bottlenecks’ in the oceanic trade, comparable to Iran’s Strait of Hormuz, Egypt’s Suez Canal & Yemen’s Bab-El-Mandeb (Gate of Tears). Sri Lanka sits in the middle of all this.

So here we have it – along with the recent EU threat to go to war to grab China’s rare earth metals (see ee Quotes) – they are openly advocating economic terrorism. All this fits Sri Lanka’s present frames within the historical & geographic panorama. The white calls for ‘free trade’ and ‘equal opportunity’ have always been about the equal right to enslave and plunder!

Sweden Bombs NordStream pipeline

Sweden hides the evidence

Sweden hands out Peace Prizes

Sweden pauses on the Economics Prize…

• Blatant terrorism is on display (again!) for those with eyes to see and ears to hear, minds to think, and lips left to smirk. Soon after the US-EU sabotage of the NordStream natural-gas pipeline in the Baltic, US Secretary of State A. Blinken openly boasted, the US is now ‘the leading supplier of [liquefied natural gas] to Europe… It’s a tremendous opportunity to once and for all remove the dependence on Russian energy…’ How’s thaaat!? (ee Sovereignty, Blinken’s ‘Tremendous Opportunity’)

Again: the US and its EU poodles operate a massive media projector (an upgrade on their ‘Mighty Wurlitzer’!) that redirect their own acts and own designs onto others: particularly China, Russia & other ‘axes of evil’. Sweden has now decided to prevent access to the crime scene (see ee Random Notes, Sweden 1709).

• A ‘vice-like Anglo-American grip’ holds Sri Lanka’s rulers in slavish thrall. Sri Lanka could easily have gotten economic support from China, Russia, Iran, but was prevented, or…. (ee Economists, Turmoil)

ee here records the ominous silence in the last few weeks, a pause in the usual gushing of vacuous press releases from Sri Lanka’s banks, which are being steadily taken over by US & EU corporations & banks. An IMF strategy to privatize state banks has been also been devised, the Central Bank hinted this week (ee Economy, Sri Lanka banks to be re-capitalized)

The US Treasury and their monkeys, the IMF & World Bank, are in public denial, and privately demand our countries help pay their way out of the horror they create. Over 90% of CEOs at large US companies forecast long-term global recession within the year, and half plan to lay off employees en masse. No wonder they are promoting world wars plus nukes! 95% of CEOs aim to grow their companies not through investment in industrialization but through ‘mergers & acquisitions’ – good old capitalist cannibalism! (see Economists, Almost All CEOs). What of Sri Lanka’s wealth do they plan to ‘restructure’?

This ee reproduces an essay that reinforces how Sri Lanka’s economic crisis has been deliberately planned. It reveals how the US & EU created the so-called 1997 Asian Financial Crisis, and how their banks & multinationals swooped to feed on Asia’s biggest corporations. The ‘Fall of the Asian Tigers’ was indeed called ‘The Fall of a Second Berlin Wall’ (see ee Focus).

• US and English embassy’s ‘born-again’ agents in Colombo are taking former government officials to court. A pliant Supreme Court has accepted their petition, and the media is giving it full play (see ee Security). This lawsuit syncs with the US government’s demand to pursue ‘economic crimes’. The ‘UN anti-corruption legal provisions’ are also being ‘introduced to appease the IMF.’ This could however provide an excellent opportunity to put the accusers on the block, and point to the real corruption: the prevention of industrialization (see ee Economists, Opposition to be briefed).

Why does Sri Lanka go to Geneva to get bashed annually at UNHRC? asks Shenali Waduge (ee Sovereignty) Why, indeed! Sri Lanka is a member of the UN, not of these white-controlled committees, on which it has no voting rights. It is quite apparent how these UN Committees (IMF, WB, UNDP, UNICEF, UNCTAD, etc). have been hijacked, and keep poking their fingers ever deeper into Sri Lanka’s political & economic entrails and orifices:

‘If Sri Lanka is only an observer State & UNHRC Resolutions are non-binding,

why are we wasting money to send a delegation to get humiliated in Geneva?

All that ends up happening is the Minister in charge makes a political talk

meant to make him a hero back home.

Political talk has no action & UNHRC recommendations

get tied to numerous conditions for handouts

given by the countries that voted against Sri Lanka.

This annual show is nothing but a bargaining podium

where allegations get drummed & these get plugged into conditions

for aid, investment & other coercions for their geopolitical advantage.

Sri Lanka should just allow UNHRC to pass resolutions & not send any delegation

except to get our representative in Geneva to read the official position of Sri Lanka.

Attending or not attending makes no difference in Geneva!’ – Waduge

It’s a choreographed dance to the death; all our body parts deep in the white embrace on the white Titanic. Sri Lanka’s foreign minister in Manhattan’s UN has apparently admitted, ‘Sri Lanka is damn scared of these Western Powers, especially the USA to tell the truth’. Two decades hence, ‘Sri Lanka does not know how to combat global misinformation/misinterpretations unleashed by both the Western Powers and separatist elements within the Tamil Diaspora’. (ee Sovereignty, Sabri ‘Didn’t Know What He Didn’t Know’)

     Do we really not know?

If Sri Lanka has friends it is the friends that have consistently voted for Sri Lanka

– these countries are China, Cuba, Pakistan, Russia

and we must be grateful to Eritrea, Uzbekistan, Bolivia, Venezuela

for voting in 2022. It is time Sri Lanka not only know who its friends are

but ensure they are shown gratitude and given a greater role in Sri Lanka’s development,

without going behind the unrequited love of the oppressors!’ – Waduge

The import-export plantation oligarchy is however in happy thrall to their white handlers, with their money and their children parked outside the country. One quick method to analyze how white the media and their stenographers are, is to see how they have reported this UN waste-of-time. The whites lament a ‘defeat’, while the Blacks note that the ‘nays and the ‘aiyos’ (abstentions) outvoted the yeas!

‘Why invade Asia to acquire its wealth

and forestall its growth through military means

as in imperial times, when economic warfare

seemed to work just as well but far more subtly.’ – Abrams

• A local Daily Mirror stenographer has dared question the media whitewash. He notes how ‘Russia Today & Sputnik, channels that regularly exposed the Western media’s news distortion, [have been] off the air since the beginning of the Ukraine war in February’. How ‘the world is bombarded with one-sided war reporting. Call it propaganda or hypocrisy. Media freedom, which the West has denied to Russia’s news outlets, however, forms an essential part of the West’s list of conditions for developing nations to qualify for economic assistance.’ As to be expected, the US & English embassies’ political-section media trolls are ‘bombarding’ the comments section, demanding Sri Lanka’s so-called ‘independent’ media remain slaves. (ee Sovereignty, Ukraine war: Putin is no pushover)

It becomes more and more apparent that top government officials have deliberately sabotaged relations with our traditional allies, like Russia & China. Preventing potential oil & coal purchases, which the rest of the world is sopping up. Seeking Russia and China’s investment in modern industrialization (as they have done before in Sri Lanka) is the only way to escape the real white ‘debt trap’. Instead, it appears, ‘controversies’ like the ‘high security zones’ gazette were timed for UNHRC sessions in order to leave Sri Lanka even more vulnerable to foreign destabilization.

Meanwhile, the EU Commission President, just fresh from threatening to wield ‘tools’ against ‘lesser’ Europeans to vote correctly, is giving Sri Lanka sermons on human rights while praising the decision to submit to the IMF. At the same time, India is now being subject to EU and German hype and hypocrisy, what Sri Lanka has long endured: Germany is calling for an UN role in Kashmir!

• ‘Some of us at ee met SBD de Silva (to whom this ee blog is dedicated) for the first time in 1999. He had already quit teaching at Peradeniya, refusing to even apply for his pension. SB felt the University system had been undermined. Many professors hold private tuition classes. Their spouses mark papers. He said, if students just wanted a piece of paper to say they went to University, they could get it from someone else. He had better things to do. For SB, the university could have been a site for creating and applying new knowledge. Knowledge to transform the colonial economy. But that was never on the Jennings agenda, much-adored architect of the 1948 Soulbury Constriction (errr…Constitution) and Peradeniya University, to begin with.

Another important insight SB made is that one needs a ‘location’, a ‘base’, a ‘country’ from which one can think and work to make a change. Those claiming the need to go to Washington or London to do research on Sri Lanka, need not go that far. The evidence is right in Sri Lanka before us, said SB: ‘Take a walk on the street and see what is being bought & sold and where it is made, and ask why it cannot be made here, and listen to the answers.’

He is still remembered for teaching ‘modern statistics’ to other Central Bankers, who he insisted, have always opposed the independence of the country. We then started helping SB find articles he needed. He generally ignored the web, for he never really took to excavating the internet. We would jokingly call him a ‘Luddite’, but he preferred, to the end, to write on paper with pencil. We would meet him often and discuss economics & politics and all manner of doings under the heavens. He is the one who taught us all about the real state of our economy. He opened our eyes. We had no inkling or knowledge of this prevention of industrialization as a major policy, beforehand. This metanarrative of sabotage explains much of Sri Lanka’s history of the last 100 years at least: From the English exiling of Dharmapala, to Shell’s sabotage of Wimalasurendra, the shutting down of Philip Gunawardena, the assassination of SWRD, to the coups against Sirimavo, and the incessant terrorism and turmoil that has followed. One important legacy was SB’s analytical power, width & depth. His way of critique was mostly gentle yet understated, and at the same time incisive, as to the real roots of our disarray, beyond daily whining about a so-called balance of payments crisis and the lack of foreign investment. ‘Why do we not make a pin?’ was his incessant inquiry.

He also would have grimly smiled at the Ministry report this week that ‘600,000 Paddy Farmers work 31 days per year wasting 334 days without productive work’ (see ee Agriculture). He would ask again about those pins, and why we do not have the time to make them. He would also ask how such statistics are compiled.

A2. Quotes of the Week_

• ‘About one and a half decade ago, a proprietor of one of the most powerful television channels in Sri Lanka, while having a friendly conversation, stated, ‘I would like to have a president of my choice elected, and I will do everything possible to achieve that goal.’ It also appeared that he was keen in working towards having a group of MPs who were loyal to him in Parliament’. – ee Politics, Putting the country on right track

• ‘There were no coal depots at the ports between Southampton & Calcutta. Ports of call had to be arranged, and colliers sent in advance to await the arrival of the steamer. 6 ports of call had been arranged for the Hindostan, viz Gibraltar, St Vincent, Ascension, The Cape, Mauritius, Galle in Ceylon.’ – ee Industry, The First P&O Voyage

• ‘The middle-classes yearn to go back to their old patterns of conspicuous consumption. The working-classes yearn for the bare minimum to keep their families fed. The comprador merchant-bourgeoisie yearn to go back to the easy pattern of buying cheap and selling dear, betting against a depreciating currency. Meanwhile, global finance capital will not allow Sri Lanka, or any other developing country for that matter, to industrialize, preferring to cage it as a captive market. Conscious industrial policy has been nipped in the bud, and the tragedy is that the neoliberal lobby frames it as a failure of industrial policy itself.’ – ee Economists, Turmoil

• ‘Sri Lanka’s Unemployment Rate is updated quarterly, available from June-March 2021, with an average rate of 4.50 %. Currently, around 100,000 join the unemployed number annually, composed of around 300,000 youth passing out of schools after A/L examination, and 30,000 graduates from state universities. In addition there are about 5,000 graduates passing out from private and international universities, technically qualified diplomats and other qualifications, tertiary and vocational training institutions, join the unemployed lot annually.’ – ee Workers, OPA laments

• ‘Lithium and rare earths will soon be more important than oil and gas. Our [EU] demand for rare earths alone will increase fivefold by 2030… We must avoid becoming dependent again, as we did with oil and gas… We will identify strategic projects all along the supply chain, from extraction to refining, from processing to recycling. And we will build up strategic reserves where supply is at risk. This is why today I am announcing a European Critical Raw Materials Act.’ – ee Industry

• ‘The first thing the Chicago Boys did in Chile when they were given power after the 1973 military coup was to close down every economics department in the country – and indeed, every social science department outside of the Catholic University where they held sway. They realized “free markets” for capital required total control of the educational curriculum, and of cultural media generally.’ – ee Economists, Religious Conversion

• ‘For good or for evil, we [the USA] continue to educate Europe. We have held the post of instructor for more than a century and a quarter now. We were not elected to it, we merely took it. We are of the Anglo-Saxon race. At the banquet, last winter, of that organization which calls itself the Ends of the Earth Club, the chairman, a retired regular army officer of high grade, proclaimed in a loud voice, and with fervency, “We are of the Anglo-Saxon race, and when the Anglo-Saxon wants a thing he just takes it.”

That utterance was applauded to the echo. There were perhaps 75 civilians present and 25 military and naval men. It took those people nearly 2 minutes to work off their stormy admiration of that great sentiment; and meanwhile the inspired prophet who had discharged it – from his liver, or his intestines, or his esophagus, or wherever he had bred it – stood there glowing and beaming and smiling, and issuing rays of happiness from every pore – rays that were so intense that they were visible, and made him look like the old-time picture in the almanac of the man who stands discharging signs of the zodiac in every direction, and so absorbed in happiness, so steeped in happiness, that he smiles and smiles, and has plainly forgotten that he is painfully and dangerously ruptured and exposed amidships, and needs sewing up right away.

The soldier man’s great utterance, interpreted by the expression which he put into it, meant, in plain English: “The English and the Americans are thieves, highwaymen, pirates, and we are proud to be of the combination”.’ – Mark Twain’s Autobiography, 1906

• ‘Among the earliest covert operations of the CIA was a dedicated effort to ensure that communists and their allies, vastly popular because of their key role in the resistance to fascism, would not win the Italian republic’s first elections in 1948. For many decades thenceforth, Italy vacillated between so-called Christian Democrats and ‘socialists’ prone to neoliberal capitalism, with both sides corrupt and beholden to both the market and mafia, until Silvio Berlusconi emerged as a populist rightwing alternative in the 1990s, establishing a trend that has wreaked havoc.’ – ee Politics, As Europe flirts

• ‘MICIMATT – Military-Industrial-Counter-Intelligence-Media-Academia-Think-Tank complex – a term coined by CIA-officer-turned-political-activist Ray McGovern. Pepe Escobar: The “forever war” may have been a disaster for the bombed, invaded and impoverished “Afghan people,” but it was an unmitigated success for what McGovern so memorably defines as the MICIMATT complex. Anyone who bought stocks of Lockheed Martin, Northrop Grumman, Raytheon & the rest of that crowd made – literally – a killing.’ – Urban Dictionary

A3. Random Notes (‘Seeing Number in Chaos’) _

This week saw the 1st death Anniversary of archaeologist Siran Deraniyagala, whose excavations at Bundala & Embilipitiya, we’re told, revealed ‘for the first time the existence of a Stone Age based on geometric stone implements 31,000 years ago’. What we need now are archaeologists to reveal the existence of other tools that have prevented our advance beyond those 31,000-year-old ‘implements’ at Bundala.

Bundala is well known for its valuable minerals and iron deposits – at least well known by imperialists. The tourist parasites have been slowly encroaching on what should be government land. No doubt we will hear from environmental & spiritual lobbies if & when the country chooses to work these lodes to the country’s benefit.’

• Sri Lanka, perhaps due to its tropical tempers and monsoonal maelstroms, has reared the strangest of species of economists, a species that appear to have died off in the rest of the world, but find Sri Lanka a flourishing greenhouse for their absurdities. It must be the imported fertilizers. The happily untried utopias of free trade & laissez-faire are busily tended by a merchant mafia & their media, and they flourish in media hothouses. Meanwhile not as nanosecond goes by with all types of ‘business associations’ claiming to be ‘producers’ wailing about import restrictions. This week it was ‘Hindu temples’ claiming ‘artificial garlands’ were being held up at the highly corrupted Colombo Port, with ‘more than 50 containers carrying flour, cosmetic items, turmeric & food items imported by local traders’. Apparently, importers are also hiding their contraband goods within the containers bringing packages remitted by workers abroad to their families.

Unnamed capitalist media broadcasters meanwhile say they are ‘suspicious’ about government plans to introduce a media act. These media monopolies – like the Unilever-monopolized advertising companies that control the media – insist only they can regulate themselves. The President has also told his media secretaries to publish ‘accurate’ information. Yet, as is evident in ee News Section, the media, both foreign & local, are happy to print false information, whether it is about the economy or the stock market or the whites’ enemies, like China & Russia, which is rarely corrected (ee Media). One day Japan is heading the IMF restructure, next day they’re not. One day Aeroflot will return, next day they can’t. Again, readers should scan the news (almost 800 news links!) below to see how the whites, UN, WB, IMF, US Embassy, etc, are provided repeated, positive, uncontradicted-by-truth & boring coverage.

• ‘On April 27, the US House of Representatives passed HR 7311, the Countering Malign Russian Activities in Africa Act… HR 7311 directs the executive branch to bully African nations with sanctions and withdrawal of foreign aid if they get too close to Russia, and encourages it to “invest in, engage, or otherwise control strategic sectors in Africa, such as mining and other forms of natural resource exploitation.”

The House passed HR 7311 roughly 2 months after 17 African nations either abstained or did not vote on a UN resolution condemning Russia for invading Ukraine, and Eritrea dared to vote no. The African states who did not vote yes comprised just over half of the 35 UN member nations that refused to support the measure.

If passed by the Senate, HR 7311 will be a pathetic and no doubt failed attempt to sanction all of Africa for participating in the new multipolar world that spells the end of US global hegemony.’ ee Sovereignty, Horn

• 2nd Phase of Revolution – after Nationalization – Industrialization: Bolivia’s Evo Morales

‘The most important part was lithium’… Bolivia has the world’s second-largest reserves of lithium, a metal that is used to make batteries and which has become increasingly coveted due to the burgeoning electric car industry. [Deposed President] Evo Morales remembers a formative trip to [US Colony of] South Korea he made in 2010. ‘We were discussing bilateral agreements, investments, cooperation and they took me to visit a factory that produced lithium batteries,’ Morales says. ‘Interestingly, South Korea was asking us for lithium, as a raw material.’ Morales asked at the factory how much it cost to build the facility. They told him $300mn. ‘Our international reserves were growing,’ he adds. ‘I said at that moment, ‘I can guarantee $300mn’. I said to the Koreans, ‘Let’s replicate this factory in Bolivia. I can guarantee your investment.’ The Koreans said no. ‘That’s when I realized industrialized countries only want us Latin Americans so that we can guarantee them their raw materials. They don’t want us to give us the added value.’ At that point, Morales resolved to start industrializing Bolivia, reversing half a millennium of colonial history.

The traditional imperial dynamic which had kept Bolivia poor was that rich countries would extract raw materials, send them to Europe to be made into products, industrializing Europe at the same time, and then sell them back to Bolivia as finished products, at a mark-up.

With the country’s lithium deposits, Morales was adamant this system was finished. Bolivia would not just extract the lithium. It would build the batteries, too. Morales calls it ‘value added’. ‘We started with a laboratory, obviously with international experts that we hired. Then we moved on to a pilot plant. We invested around $20mn, and now it’s working. Every year it produces about 200 tons of lithium carbonate, and lithium batteries, in Potosí.’

Potosí is a city in southern Bolivia that became the centre of the Spanish empire in Latin America after gargantuan silver deposits were discovered there in the 16th century. Called ‘the first city of capitalism’, it is estimated up to 8million indigenous people died mining Potosi’s Cerro Rico (Rich Hill) for silver, all of it destined for Europe.

Morales: ‘We had a plan to install 42 new [lithium] plants by 2029. It was estimated that profits would be $5bn. Profits!’ ‘That’s when the coup came. The US says China’s presence is not permitted but… having a market in China is very important. Also in Germany. The next step was with Russia, then came the coup. Just last year, we found out that England had also participated in the coup – all for lithium.’ – youtube.com/watch?v=CdfOX_BnBMg

Aha! 1709! – ‘Swedish daily Dagens Nyheter disclosed, Swedish navy was active in the zone of NordStream gas pipelines on Sept 22 and performed ‘certain manoeuvres over northern section of pipelines passing along the seabed.’ Later, 3 large-scale gas leaks were discovered there. Swedish Navy since admitted these manoeuvres but refuses to discuss the nature of the mission or even when the ships finally left the area, on the plea ‘current secrecy legislation’ does not allow public disclosure. BTW, the Swedish navy ship had turned off transmitters during its mission that would have otherwise allowed the tracking of precise course. Outside world’s impression of Sweden is of a benign social democracy steeped in humanism, development and peace. But in reality, it has one of the most ruthlessly efficient spy agencies in the West. Swedish intelligence played a decisive role in Ukraine’s post-2014 transformation as anti-Russian state. It is also actively participating in the war. During cold war, Soviets regarded Sweden as de facto NATO country & its ‘diplomats’ in Moscow were under strict surveillance. Catastrophic 1709 defeat of Emperor Charles XII in Battle of Poltava by Tsar Peter (ending Sweden’s imperial history) is embedded deep in its psyche & metastasised as Russophobia. Sweden fears Russian retribution for past hostile acts, hence its rush to seek NATO protection.’ – MK Bhadrakumar Twitter

B1. Communist Party of Sri Lanka on Creditors Who Will Hold Country to Ransom – Rathindra Kuruwita

‘This is not mathematics, we are dealing with people’

Instead of coming up with a national plan to solve the current crisis with the support of all parties, the government had put all eggs in the International Monetary Fund (IMF) basket, General Secretary of the Communist Party of Sri Lanka (CPSL) and Secretary of the Uttara Lanka Sabagaya (ULS), Dr. G. Weerasinghe said. Certain forces that controlled the present administration wanted all power concentrated in a few people. This is why they oppose any national plan, which would distribute power among a relatively large number of people, Weerasinghe said.

“If we look at our foreign debt, most of it is owned by commercial lenders. We don’t even know how many such lenders there are; who they are and whether they are willing to make compromises,” Weerasinghe said. The only obvious thing about these commercial creditors was that most of them are European or US companies, he said.

“Dealing with these entities will be hard. Unlike a country or an international institution, these commercial creditors only care about making profits. Will they be willing to take a haircut? We need to have an open discussion with all stakeholders in Sri Lanka and come up with a plan,” the CPSL General Secretary said.

The Gotabaya Rajapaksa and Ranil Wickremesinghe governments have taken a number of steps that are in alignment with the IMF ideology, he said, adding that this involves floating the rupee and increasing the prices of fuel, electricity, etc., to reflect the so-called market prices.

“The government also talks about restructuring state owned enterprises. They say there are too many people. Who gave jobs to all these people and what are the consequences of a large number of people losing jobs during a crisis like this? This is not mathematics, we are dealing with people,” he said.

Weerasinghe also said that certain sections of the media, political class and academia are spreading misinformation about Sri Lanka’s traditional allies, like China.

“There is a lot of talk about a Chinese debt trap. International and local intellectuals have proven that there is no such thing. However, due to political reasons some people insist that we are in trouble because of Chinese loans. By making people believe in these lies, they are making it harder for any future government to rationally work with China. This is the height of irresponsibility,” he said. – island.lk/cp-puts-record-straight-on-creditors-who-will-hold-country-to-ransom/

B2. Power & Primacy: History of Western Intervention in the Asia-Pacific (2019) – AB Abrams (excerpts)

‘We need more bad news’

Just weeks before crisis hit, the ‘Asian Tigers’ were heralded as the success stories of the 1990s and the great ‘emerging market’ for the future…

The power to determine whether Asian economies would be spared or not lay in the West’s hands. 3 years prior to the Asian crash a similar crisis had occurred in Mexico, the Tequila Crisis, ended by Western financial institutions themselves which did not wish to see Mexico fall. Swift action was taken to stop the crisis and the US treasury loaned Mexico enough money to restore faith in its markets and end the destructive speculative cycle. They would not let Mexico fail and it was well within their power to save it.

No moves were made to help the Asian markets whatsoever. Indeed, several Asian economists had predicted during the Tequila Crisis that should a similar crisis occur in their own region, they were unlikely to receive the financial support that Mexico did as it was not in line with Western interests to support Asian economies as it was to prop up that of Mexico. These included Toyoo Gyohten and Hajime Shinohara of the Japanese Institute for Monetary Affairs – who realized the resulting need for an Asian Monetary Fund independent of the US to support a bailout where the US wouldn’t (Lipsey, Phillip Y, ‘Japan’s Asian Monetary Fund Proposal,’ Stanford Journal of East Asian Affairs, 3:1, 2003, 94).

Their prediction proved entirely correct. When the Asian crisis occurred it was in line with ‘US and Western interests not only to see the crisis go through, but to exacerbate the effect it had on its economic rivals. Several of the most renowned names in Western finance came out to present a unified message, not to help or lend to Asia – a stark contrast to the message for the Mexican crisis. Milton Friedman, world-famous and influential US Economics professor, made a very rare appearance in his mid-80s on CNN to say he opposed any form of bailout, and that (unlike Mexico) the Asian market should be left to ‘correct itself.’ That essentially meant, it should be left to crash, and Asia’s should return to its ‘correct’ place (Milton Friedman Discusses the IMF,’ CNN Moneyline with Lou Dobbs, Jan 12, 1998).

The view that Asian markets should be allowed to crash was also echoed by Morgan Stanley. Jay Pelosky, one of their primary emerging market strategists, made it clear to a conference in Los Angeles hosted by the Milken Institute that the US Treasury and IMF should do nothing to lessen the pain of the crisis Asia was suffering. It was imperative that these 2 organizations held back from saving Asian markets. As Pelosky said: ‘what we need now in Asia is more bad news. Bad news is needed to keep stimulating the adjustment process’(Milken Institute, Global Conference 1998, Global Overview, March 22, 1998).

In November 1997 the Asia Pacific Economic Cooperation Summit was held in Vancouver 4 months after the market crash had begun. When the issue of the Asian financial crisis was raised, US President Bill Clinton enraged his Asian counterparts by referring to what they saw as an economic catastrophe as ‘A few little glitches in the road’ (‘Why did Asia crash?’ The Economist, Jan 8, 1998).

The USA was not willing to help its supposed Asian allies and friends, though as they had demonstrated with Mexico it was entirely within their power to do so.

Alongside the perceived threat to its primacy posed by a rising Asia, the West had much to gain economically which further incentivized it to exacerbate an economic crisis in the Asia-Pacific. South Korea’s economy, along with those of Malaysia and Thailand, had rapidly developed under strong protectionist policies, under which foreigners were banned from owning land or buying out national firms. These countries had kept several sectors such as transportation and energy publicly owned, while many imports from Japan and Western countries were strongly discouraged to strengthen domestic production. They were success stories, but entirely Asian success stories the benefits of which were enjoyed by their own people.

Western investment banks wanted more benefits from Asia’s success for themselves while Western multinationals did not want strong Asian firms providing for their own markets, and potentially competing for exports. They also wanted open access to Asian markets themselves and an end to any protectionist policies. In South Korea, as companies such as Samsung, Hyundai, Daewoo rose to prominence and success, Western investors wanted the rights to buy up the best of them. This was forbidden by the South Korean government. Asia’s success was to be enjoyed by the Asian peoples, something which sounded reasonable but for the West was unacceptable. These considerable financial incentives, along with the aforementioned impact of Asia’s rise in undermining the West’s longstanding primacy and the political consequences this had, made exacerbation of the crisis strongly in line with Western interests.

Morgan Stanley strategist Jay Pelosky told things as they were in his analysis. If the crisis was left to worsen, all foreign currency would be drained from the target Asian nations, leaving Asian companies unable to operate. They would be forced either to sell themselves or to close down – both of which suited Western interests very well. The aim was to leave Asian corporations desperate. Pelosky said in relation to the 1997 crisis: ‘I’d like to see closure of companies & asset sales… Asset sales are very difficult; typically owners don’t want to sell unless they’re forced to. Therefore, we need more bad news to continue to put the pressure on these corporates to sell their companies.’ Pelosky thus strongly advocated withholding support for Asian markets – something from which Western corporations would go on to benefit greatly (Milken Institute 1998).

Eisuke Sakakibara, Japan’s top international finance bureaucrat at the time, noted regarding the performance of the IMF in the region: ‘Absurdly, they forced fiscal consolidation on countries at a time of crisis. They shut down financial institutions – a measure that will squeeze the economy. They also introduced capital liberalization, forcing countries to move from a pegged exchange system to a flexible one. If you do that at a time of crisis, the outcome is obvious – it will cause the currency to collapse. All these measures exacerbated the Asian financial crisis.’ Could provoking a currency collapse and exacerbating the currency crisis not have been the intention of the Western-run IMF, considering both the predictability of the results of their adjustments and, critically, the very substantial benefits the West derived directly from the destruction of Asian currencies? (‘Looking back at the ‘Asian IMF’ concept,’ Nikkei Asian Review, June 22, 2017).

Canadian political analyst Naomi Klein’s analysis of the Asian financial crisis & its beneficiaries: ‘What few were willing to admit at the time is that, while the IMF certainly failed the people of Asia, it did not fail Wall Street – far from it. The hot money may have been spooked by the IMF’s drastic measures, but the large investment houses and multinational firms were emboldened… [The firms] now understood that as a result of the IMF’s ‘adjustments’, pretty much everything in Asia was now up for sale – and the more the market panicked, the more desperate Asian companies would be to sell, pushing their prices through the floor.’ Klein speculated that the IMF could have likely intended to deepen the crisis intentionally to benefit Western firms at Asia’s expense, but in the best case was ‘recklessly indifferent’ when intervening in Asia’s economies. She stated, whatever the IMFs intentions, it was clear who had benefited from their harmful policies (Klein, The Shock Doctrine: The Rise of Disaster Capitalism, 274)…

Why invade Asia to acquire its wealth and forestall its growth through military means as in imperial times, when economic warfare seemed to work just as well but far more subtly?

The Korean giant Samsung was broken up and sold for parts. USA’s SC Johnson & Son took its pharmaceuticals arm. Sweden’s Volvo took its heavy industry division. US General Electric took its lighting division. Daewoo’s car division previously valued at $6bn was sold to US General Motors for a mere $400 mn (‘Chronology-GM Takeover Talks with Daewoo Motor Creditor,’ Reuters, April 30, 2002).

Japan’s Nissan bought one of Indonesia’s biggest car companies. US General Electric bought the controlling share in Korea’s previously successful refrigerator manufacturer LG. The large Korean electricity & gas company LG Energy was bought up by the England’s Powergen. Other large Western companies which benefited directly from Asia’s crisis included: US Coca-Cola, Seagram’s, Hewlett-Packard, Swiss Nestlé, Dutch Interbrew, US-Swiss Novartis, France’s Carrefour, England’s Tesco, Swedish Ericsson (Klein, N, 274-5; Ozawa, T, & J Zhan, Business Restructuring in Asia: Cross-Bank, M&As in the Crisis Period, Copenhagen Business School Press, 200, 96-102).

Western financial institutions also gained a great deal. 2 months after the IMF reached its final deal with S Korea, The Wall Street Journal published an article, ‘Wall St Scavenging in Asia-Pacific,’ which detailed how Morgan Stanley among others had ‘dispatched armies of bankers to the Asia-Pacific region to scout for brokerage firms, asset management firms and even banks that they can snap up at bargain prices. The hunt for Asian acquisitions is urgent because many US securities firms, led by Merrill Lynch & Co and Morgan Stanley, have made overseas expansion their priority.’ These banks managed incredible deals and acquired valuable assets (Raghavan, Anita, ‘Wall St Is Scavenging in the Asian-Pacific Region,’ WSJ, Feb 10, 1998).

AIG bought Bangkok Investment for a small fraction of its prior worth. US JP Morgan bought a significant stake in the Korean car giant KIA Motors. US Merrill Lynch bought both Japan’s Yamaichi Securities (McCarthy, Roy, ‘Merrill Lynch Buys Yamaichi Branches, Now Japan’s Biggest Foreign Broker,’ Agence France-Presse, Feb 12, 1998) and Thailand’s largest securities firm Phatra Thanakit (‘Phatra Thanakit Announces Partnership with Merrill Lynch,’ Merill Lynch Press Release, June 4, 1998).

Travelers Group and US Salomon Smith Barney bought several companies including Korea’s largest textile company (‘Advisory Board for Salomon,’ Financial Times, May 18, 1999). The US Carlyle group became a major shareholder in one of Korea’s largest banks, as well as buying Daewoo’s telecom division and SsangYong Information & Communication, one of Korea’s largest high-tech firms (‘JP Morgan Carlyle Consortium to Become Largest Shareholder of KorAm,’ Korea Times, Sept 9, 2000).

Asian governments were also forced to sell off publicly owned services to Western interests. This had been predicted by the US which sought to benefit from buying up what had been property of the Asian peoples at very low prices. To make a case for the ‘US Congress authorizing billions to the IMF to help remake Asian economies, the ‘US trade representative Charlene Barshefsky said the agreements with the IMF would force Asian nations to ‘accelerate privatization of certain key sectors – including energy, transportation, utilities & communications.’ This was put forward as a positive step not because it would help Asia to recover, but because it would ‘create new business opportunities for US firms’ (Bello, Walden, Dilemmas of Domination: the Unmaking of the American Empire, 2006, 122).

A wave of privatizations took place all across Asia, the main benefactors of which were Western interests. US Bechtel bought the water & sewage systems in eastern Manila (‘International Water Ayala Consortium Wins Manila Water Privatization Contract,’ Business Wire, Jan 23, 1997), as well as beneficial contracts to build an oil refinery in Indonesia’s Sulawesi (‘Bechtel Wins Contract to Build Oil Refinery in Indonesia,’ Asia Pulse News Agency, Sept 22, 1999). US Motorola took full control over South Korea’s Appeal Telecom (‘Mergers of S Korea Handset Makers with Foreign Cos on the Rise,’ Asia Pulse News Agency, Nov 1, 2004). US energy giant Sithe took a large stake in Cogeneration, Thailand’s public gas company. Indonesia’s state-owned water systems were split between England’s Thames Water and France’s Lyonnaise des Eaux. A massive Indonesian government power plant project was taken by Canada’s Westcoast Energy. British Telecom purchased large stakes in Malaysian & South Korean postal services. Bell Canada took a piece of Hansol, Korea’s telecom (UN Conference on Trade & Development, World Investment Report 1998, 337; Klein, 274-5; Ozawa & Zhan, 96-102).

These were but a few of the many Western acquisitions of Asian publicly owned companies.
