‘Our’ President met with NATO Indo-Pacific QUAD alliance envoys, from the US, India, England, Japan & Australia, on December 6. In case the President didn’t understand their English, European Union envoys met the Prime Minister. All these whites (or ‘honorary whites’) are dying to lecture & threaten. Or so the media tells us.

     The President then promised a probe into corruption (which in WhiteHouse English is spelled ‘Rajapakse’). A Rs 10-billion local government election was promised. A capitalist wish list (or wet dream) of a budget was passed in its third reading, promising to sell off the real crown jewels so to speak. A capitalist thinktank says they could sell it all off in 48 hours! And there flickers the Laxapana that once powered the dreams of Wimalasurendra’s 100,000 lights… (see ee, 1 August & 5 September 2020, Who’s Afraid of Wimalasurendra?, etc.)

• Threatening to divide the country, they dish out lectures to us on human rights (what rights are not human?) and reconciliation. Meanwhile this week, the US passed another trillion dollar military spending bill (saying $858billion, and not a trillion – but you know how their invoicing works!)

     Anyway, England is calling in the army to smash strikes. English police, military & prison guards are the only sectors prevented by law from walking out. Yet PM Rishi Sunak now hints new legislation will ban strikes in (suddenly) ‘critical’ sectors such as transport, health, education. In Germany, 3,000 armed police & troops, captured 130 premises and arrested 25 individuals across 11 German federal states, as well as in Austria and Italy, to attack their internal enemies. While the frenzied media game continues, to turn the spotlight away from the real imperialists, through a process called ‘inversion’ & ‘projection’. This involves accusing others of NATO’s own great crimes.

The visit of German Foreign Minister (‘Green’ & post-Pacifist) Annalena Baerbock

to New Delhi had an anti-climatic ending.

Baerbock waxed eloquently about Germany as a paragon of democratic values

and claimed affinity with India. She hoped to persuade Modi government

to disengage from strategic partnership with ‘authoritarian’ Russia.

However, when Baerbock returned home, the cat was out of the bag

– an (alleged) coup attempt in her country by the far-right nationalist group

‘Reichsbuerger’ movement, which denies the existence

of the modern German state and its trammels of democracy.

• The 1950s US doctrine of ‘plausible deniability’ allows US secret police agencies to act as paramilitary groups, lying & covering their tracks to ensure no trace of US government responsibility for criminal activity (ee Quotes). This doctrine enabled the coverup of the assassination of SWRD Bandaranaike and a host of other national leaders, from Iran’s Mossadegh, to Guatemala’s Arbenz, Congo’s Lumumba, Indonesia’s Sukarno (& soon returning home to greet the USA’s Kennedy).

     We recall this because the capitalist media likes to claim that all leaders are corrupt, etc. The truth is every time we produce an accountable national leader, NATO eliminates them. Or else:

     7 million people voted by a ‘landslide’ in 2019, for a new Sri Lankan government president who promised to establish a new national economy and minimally realize the aspirations of the majority of people. About 6 million voted against him. So easy it would be to keep rousing ‘oppositions’ until NATO gets its way.

     The tools of the 1950s have been upgraded. This week, President Pedro Castillo was ordered arrested by Peru’s supreme court. An unelected leader, with no political background, was installed. The US has now used such ‘judicial’ & ‘constitutional’ mechanisms to oust popular leftish leaders they don’t like, as in Bolivia, Ecuador, Chile, Argentina, earlier in Brazil. In Argentina, judges, court officials & businessmen were taped conspiring to overthrow an elected government. Americanos (the real ones) say economic and political elites are using the judicial system and mass media as instruments to attack progressive leaders. A pink tide prophesies no rosy dawn.

Ho, Ho, Ho(s)!! Here’s a good example of corruption. A cool $100,000 was recently awarded to US’ thinktank Advocata in Colombo by the Templeton (formerly Templeton Religious) Trust. Congratulations gushed. Wow! It’s been a season of prizes. Booker Prize. Commonwealth Award. Then here comes yet another ‘Western’ award for accolade-thirsty citizens to gargle gaga-s with. But there’s always a price. Cos there really is no free lunch as Advocata always tells us (unless it’s their US-government santa clauses bailing out big banks!).

     So the green ink was not even dry on these newly printed green US Treasury Dollars, when a ‘Franklin Templeton expert’ is invited to speak on ‘SoE Restructuring Options’ by the Wijeya News Group’s Daily FT, Sri Lanka Institute of Directors, International Chamber of Commerce, Chartered Accountants, and MBA Alumni Association of the University of Colombo. Yes, the English Echo Chamber Orchestra. Last Thursday.

     This Franklin Templeton expert – with the high-sounding title Deputy CEO of Corporate Strategy – Marius Dan, suggests the US would be delighted to buy & trade Sri Lanka’s national assets. He appears afraid for us and kindly wishes to help Sri Lanka avert ‘doing any fire sales now’, and ‘losing any control’. Marius D and the English media want to privatize these ‘state-owned enterprises (aka SoEs. Sores? Get it?). So he says throw these ‘Sores’ on the Colombo and London Stock Exchange, and ‘list’ them under a ‘National Investment Fund’ (NIF). They could be dispensed in ‘48-72 hours’!

     A NIF would be ‘a good way of raising short-term funds’ to fill ‘gaps’, by ‘monetizing’ them when the government needs to dip through its empty pockets. This could ‘help the Government raise $400-500million’. Fire sales indeed! Champaka Ranawaka this week reported plans to privatize the Kelani & Mahaveli rivers (ee Focus). That religiously green $100,000 (that did St Sebastian College proud) could be listed as another SME-investment success story!

     This Templeton expert Marius Dan’s boss – Mark Mobius – kindly cautioned against using the word ‘privatization’. This was earlier, when invited to speak by Keells, Mobius also pushed the ‘independence of the Central Bank’, free of elected oversight, and the creation of a ‘Currency Board’ outside the country, perhaps on Wall Street! Mobius then forecast the need to shape any upcoming ‘Hong Kong…social media’ flash mobs and riots. That was in February 2022. Prophetic indeed!

     Now the parliament is being held hostage under threat of carnage. An opposition MP requested ‘all the participants of the ‘Aragalaya’ to think about what the replacement will be if the Government is overthrown’. How fun or funded will the next aragalaya be?

Advertised as ‘a devout Presbyterian-born’,

raised in rural Tennessee, John M Templeton

launched his ‘mutual funds’ (later Franklin Templeton Investments)

in the 1950s. Templeton is also ‘a longstanding donor’

to capitalist economic thinktanks

like the Heritage Foundation and Cato Institute

and the Atlas Economic Research Foundation

Atlas and Cato were involved in setting up Advocata in Sri Lanka.

Atlas, Cato, Advocata, Verite, Mobius, Marius and Franklin! They all sound rather morpheus (dreamy?) and crypto cryptic. All who’s missing is Murtaza. It would be one thing if there was a long-term plan to invest in industry, set up a National Industrial Bank. No such plan.

     This is why ee would be happy to tag this Franklin Templeton & Templeton (Religious or not) Award as ‘linking to’ yet another US State Department operation (a warning the US government gets FB, Twitter, et al, to append to any media they deem is pro-Russia or China). They certainly whistle the same dixie: It’s import-export plantation, or aragala! – see Random Notes  

• Who’s in charge? The Central Bank governor has been (or appears to have been) forced to retract his accusation that exporters have not converted exports proceeds. That they’re not hoarding the country’s dollars outside. We haven’t heard from the governor himself it seems, but a well-publicized press release by the Joint Apparel Association Forum (JAAF) – MAS, Brandix, etc – tells us so. An unofficial retraction through unofficial media. These ‘apparel’ exporters were reported as being ‘up in arms’ over the governor’s earlier statement. However, it appears nothing can be done about it because it all very legal! (see Random Notes)

‘The Joint Apparel Association Forum asserts

that its membership strictly abides by the Central Bank laws

on repatriating export income, reiterating that the apparel sector

brings back the entirety of its export proceeds to Sri Lanka’

This JAAF press release does not state what these ‘laws’ are and when they were passed. Nor does it mention how much of these ‘proceeds’ buy over-invoiced Dollar imports. The propaganda, ooops PR, continues:

Governor of the Central Bank of Sri Lanka Dr Nandalal Weerasinghe

affirmed this in an interview on December 8 stating,

‘Of the exports in September & October, exporters

have repatriated or brought 100% of export earnings into our banking system.

I want to make it very clear that based on the data for those 2 months,

exporters are not keeping money abroad’.

Then the JAAF contradicts itself. So it is not the entirety:

‘The CBSL investigations have confirmed

that 25% of export proceedings in average

have been directly converted to rupees by the exporters’

• ‘President Ranil Wickremesinghe on Thursday (08) agreed to establish a Parliament Select Committee to investigate and identify politicians and officials responsible for the current economic crisis.’ The US, English and EU governments would like the PSC to focus all its forensics on when the Rajapakses are/were in power. And the oft-quoted figures from the US NGO Global Financial Integrity conveniently only provide numbers from 2012.

      So within those narrow parameters (1948 anyone?) let us recall again: how foreign investors were wooed to ‘invest in Sri Lanka, gain and take profits away at whim’. Recall how excited this Ceylon Chamber of Commerce was 5 years ago. The new Foreign Exchange Act No12 had just been imposed in July 2017, under US-funded Yahapalana’s regimen: ‘The concept of foreign exchange control has now disappeared from our dialogue’, gloated Rajendra Theagarajah, chairman of the Ceylon Chamber then to a visiting New Zealand business delegation in Colombo (see ee 04 June 2022, So Where Have All the Dollars Gone?)

• A fog emanating from India is enveloping Sri Lanka. It is both poetic and real. It cannot be from vehicle exhaust, because Sri Lanka is still struggling to find finance, fuel, fertilizer & food: Or so the media quoting the UN, and politicians quoting the UN, tell us. And we are being inundated with promises of ‘aid’…

     Meanwhile, both Qatar and Singapore who sell us oil and gas at exorbitant prices are swimming in the stuff. Qatar is airconditioning its open-air World Cup football stadiums. They even promise to cool the entire Olympic marathon! Singapore is holding racing-car competitions. And tis the season of 24-hour electric lights (with traders all Tra la la la & Ho Ho Ho under imported mistletoe). So, while these envoys & their thinktanks extol ‘free trade’ and dangle their GSP+ etc, they’re closing their own markets to foreign access, using greenwash & ‘human rights’!

• It’s always dangerous to criticize anybody who has more ‘ink’ than you. However, most of the information referred to in ee commentaries are based on events or non-events about Sri Lanka reported and exaggerated in the English media, links to which may be found in ee News segments. Yet, one important takeaway from ee archives is how much the English media squeezes our eyes through the US-NATO peephole into the world. Even government ministers quote statistics about the country’s food situation or health, based on UN or faraway experts. ee News shows how the English media is mostly a foreign aka alien imposition on the country, and mostly repeats what is fed into it by Western (Japan a& Australia included in this strange geography) embassies, greased by Dollars, imported luxuries and scholarships for their children, etc…

Presstitution – It’s always dangerous to criticize anybody who has more ‘ink’ than you. But those interested in the capitalist ‘corruption’ of journalists should check out: The 2021 Corporate Journalism Awards for Excellence 23rd Edition, which will be held appropriately in ‘The Empire Ballroom‘ of Mount Lavinia Hotel on December 13. Whose ‘empire’? we need not ask:

Other sponsors: SLCricket, Insee Cement. 9 newspaper publishing groups apply for this conceit:   The program is organized by The Editors’ Guild, SL Press Institute (& affiliated unions!), Newspaper Society, Free Media Movement, Working Journalists Association. Chief Editor Manik de Silva of Sunday Island will be the Chief Guest at the event this year. One award involves the Lakshman Kadirgamar scholarship sending a ‘young reporter’ to the ‘leading Indian college of Journalism, Mascom in Kerala – flown by [soon-to-be-privatized] SriLankan Airlines.

• Multinational Enterprises (MNEs) in the Asia & Pacific region accounted for 40% of global FDI inflows in 2021: The International Labour Organization (ILO)’s 17th Asia Pacific Regional Meeting, in Singapore, released their latest report ‘on the promotion & application of the Tripartite Declaration of Principles concerning Multinational Enterprises & Social Policy in Asia & the Pacific & the Arab States’. Titled ‘Multinational enterprises, development & decent work’, the report provides elements for consideration regarding the further promotion & application of the MNE Declaration.’ – (ee Workers, ILO)

• The government claims to be unable to do anything about the robbery of dollars. They have to first ‘amend’ the controversial Exchange Control Act No 12 of 2017. Indeed, amendments are necessary to restore the authority exercised by the Central Bank to regulate foreign exchange before this Exchange Control Act No 12 of 2017 was enacted.

     MPs note that the Exchange Control Act No 12 of 2017, enacted during the Yahapalana administration, allowed exporters to ‘park’ funds overseas. Vasudeva Nanayakkara, Wimal Weerawansa and Gevindu Cumaratunga estimate the stashed amount at over USD 35 bn.

     The government acknowledges that amendments introduced in 2017 deprived the Central Bank of certain regulatory powers.

     The Justice Minister Wijeyadasa Rajapakse declared that as much as USD 53.5 bn had been ‘parked’ overseas. This claim was made during the committee stage of the ongoing debate on the Appropriation Bill. Rajapakse, the former President of the Bar Association of Sri Lanka emphasised that the situation had further deteriorated due to the Covid-19 pandemic, etc. According to him, the figures available with him dealt with the past 12 years.

     ‘The Central Bank Governor Nandalal Weerasinghe, told The Island that the urgent need for amendments to the Exchange Control Act No 12 of 2017 had been taken up with the relevant authorities. Dr. Weerasinghe said that the ongoing controversy, over funds ‘parked’ overseas, gathered momentum against the backdrop of his recent speech, at the AGM of the Sri Lanka Apparel Exporters Association, where the inordinate delay, on the part of the exporters to convert export earnings to rupees, was highlighted.

     In terms of current foreign exchange regulations, the exporters are required to convert 25 percent of their export proceeds, within a month, and all export proceeds within 180 days.

     Having found fault with apparel, tea and rubber for the unsatisfactory conversion rate of forex earnings, Dr. Weerasinghe said that they were in the process of examining a selected group of exporters but realized the majority weren’t forthcoming with the required data.

     The Justice Minister said that the entire revenue collection system was utterly corrupt, influenced and manipulated by interested parties. ‘The people are suffering because of continuing corruption at every level. Those responsible for revenue collection are part of the growing racket. They seem to be unstoppable’

     The best example for the Justice Minister was the racket in security stickers on bottles of liquor, involving liquor manufacturers and some excise officials, which deprived the Treasury a massive amount in revenue’ (see ee Economists, Amend).

• All the experts at this week’s FT webinar to slice up Sri Lanka’s national assets aka ‘SoE Restructuring’, agreed with US hedgefund Franklin Templeton’s priority of ‘listing’ these assets on the stock exchange as ‘a better step’ to raise capital for these SoEs. The government could monetize stakes held in the NIF and/or the underlying portfolio companies’. Sacking employees and selling off valuable chunks of land, would ‘increase efficiency & profitability’, making their valuations on the stock market higher over time.

     ‘Such transactions, through Accelerated Book Building Offerings, generally take 48-72 hours to execute. The creation of the NIF, its IPO, and the promotion of the country will allow large foreign institutional investors to access and invest in Sri Lanka, and will help raise the country’s profile around the world.

     Templeton then hinted at new Green Bonds and Debt-for Nature Swaps (DfNS) fraud. He added, ‘fund managers can look at the best ways to integrate ESG (Environmental, Social & Corporate Governance) standards into the assets to attract a broader base of foreign institutional investors. ‘ESG has become a global theme and fund flows have increased significantly into companies who show a commitment to improving their operating model.’ (see ee Sovereignty, National Investment Fund – NIF)

     Critics see the ‘690mn Euro’ Green Bond deal as a scam, whereby lands & oceans will be declared inaccessible to farmers, fishers and local communities, and become like the Chagos Islands ‘Marine Protection Area’, converted to house military bases – which no doubt destroy the environment and rights of the humans evicted from there. And that’s just down a sealane from us.

• State Minister for Investment Promotion Dilum Amunugama announced this week that Sri Lanka will ‘offer 60 offshore islets (larger than the Maldives) to tourism investors’ (see ee Security, Sri Lanka to offer 60 offshore).

• Also this week, the UDA instructed to set up a Land Bank: Urban Development & Housing Minister Prasanna Ranatunga has instructed the Urban Development Authority to ‘list all lands owned by it and set up a land bank immediately.’ The UDA currently owns around 1,008 acres of land & buildings ‘with a high market value in major cities’. Authorities claim some of these have been forcefully possessed by private individuals & parties. Land and buildings not ‘put to their maximum use will be developed in partnership with the public & private sectors according to a national plan’.

     The UDA has already introduced ‘flexibility to the investment model with the development of land under public and private partnerships and leasing the land to the investor under flexible payment schemes.’ (ee Sovereignty, UDA Land Bank)

Green Wash, Human Rights & Preventing Industrialization – While the English media salivate about  GSP+ and access to US markets, the USA is drawing up the drawbridges for imports under the guise of ‘greenwash’: Europe is complaining about the recently enacted US Inflation Reduction Act –  a $369billion package of subsidies & tax breaks to boost US ‘green businesses’. Europe says, it constitutes a protectionist measure that encourages companies to shift investments from Europe and incentivizes customers to ‘Buy USA’. Of course, companies are not encouraged to invest in capital goods in Sri Lanka.

     The US law enters into force on January 1. Germany & France are hitting back by joining forces to back a French push for a more subsidy-based EU industrial policy. At the recent White House talks, French leader Macron claimed Biden promised to ‘fundamentally make it easier for European countries to participate’ in their green business. Biden’s basic stance is, ‘US makes no apology,’ since the IRA legislation aims to ‘make sure that the US continues… not to have to rely on anybody else’s supply chain. We’re – we are our own supply chain.’ 

     Meanwhile, the German Supply Chain Due Diligence Act will be enforced from January 2023. Germans will now claim their supply chains require ‘greater due diligence measures to uphold human rights’. • Let’s recall ee’s archive on Templeton & Mobius, et al:

     Don’t Use the Word ‘Privatization’: ‘Keell’s Cinnamon Life hosted “emerging markets investment pioneer” Mark Mobius of Mobius Capital Partners, formerly at Franklin Templeton Investments, who excels in robbing plantation economies. Mobius also helped privatize national energy companies: Romania’s OMV Petrom and Russian oil firm Lukoil. Mobius was then made a member of the Economic Advisory Board of the World Bank’s International Finance Corporation (IFC), which has been making steady inroads into owning Sri Lanka’s private banks, eg, Commercial Bank, etc. (see ee 14 Dec 2019)

     Mobius reappeared in Sri Lanka in February 2020, even prophesying the ‘aragalaya’: 

Q: What keeps you up at night?

A: I’m very positive about the spread of the internet & smartphones.

So if anything keeps me up at night it would be the impact of that.

We are already seeing it has resulted in riots in Hong Kong, Chile;

everywhere around the world you are seeing the ability of people

to get together quickly & the ability to organize themselves

without needing to know each other. This is a big, big change

and we have to ready for the good & bad of that.

Mobius was also asked: ‘What do you think needs to be done to develop the domestic bond market?’ His third demand: ‘Make sure you start listing Government enterprises.      ‘It was the IMF that came to Sri Lanka’s aid along with Templeton Funds under Mark Mobius during 2009, when Sri Lanka experienced the last currency crisis at the conclusion of the war’, glowed the Daily Mirror in February.

     In April 2022, US-funded electronic rag EconomyNext reported: ‘A Sri Lanka currency board would bring immediate confidence: Mark Mobius – ‘The law has got to be changed,’ he said.’ Mobius even took a train ride from Bentota to Galle at the start of the ‘aragalaya’.’

     In May EconomyNext : ‘The market gained in the 3 sessions last week after emerging market investor Mark Mobius last week signaled strong optimism over bond & equity investments in Sri Lanka.’

     In July, Mobius reappeared and declared: ‘I was not surprised to learn that peaceful protesters finally lost their patience and stormed President Gotabaya’s residence last week. Clearly the protesters wanted the President out of office and were already at the gates. Gotabaya’s resignation is critical to getting Sri Lanka back on its feet. In fact, for Sri Lanka to get out of this mess, a complete change in the leadership is essential. There needs to be a radical change in the political structure of the country for confidence to be restored not only among the population but also among foreign investors & international organisations.’

     He again demanded: ‘the institution of a currency board would be a big step in the right direction. I believe Sri Lanka will receive financial aid in time but it has to be given to the right hands… with the departure of the current administration, the recovery may well have been accelerated.’ (ee Focus, Templeton)

• ‘Food, beverage & tobacco sector was the top contributor to the market turnover (via Browns Investments). …While the Capital Goods sector was the 2nd-highest contributor to the market turnover (via John Keells Holdings): according to the Colombo Stock Exchange (CSE). So what are these typical Imports that need Dollars?

     Food & beverage imports include: cereals and milling industry products (primarily, rice), and sugar, vegetables (mainly, parippu & potatoes), dairy products (mainly, milk powder), oils and fats (mainly, coconut oil), seafood (mainly, dried fish), fruits, and spices.

     Non-food consumer imports include home appliances (primarily, tvs & refrigerators); telecommunication devices (primarily, mobile phones); household & furniture items; medical & pharmaceuticals; clothing, accessories.

     Imported intermediate goods include: fuel, petroleum products & coal, fertiliser & unmanufactured tobacco, base metals imports (primarily, iron & steel), wheat grain & maize; textiles & textile articles (mainly, fabrics); rubber & rubber articles (both natural & synthetic rubber in primary form); and vehicle & machinery parts (mainly, motor vehicle &bicycle parts).

     Imported Investment goods: Machinery & equipment, transport equipment, agricultural tractors, medical & laboratory equipment, machinery & equipment parts, engineering equipment, office machines, telecommunication devices, and electrical machinery & equipment. Building materials are iron & steel (primarily, iron bars & rods), and articles of iron & steel.

• The corporate football World Cup is one big advertisement for countries that invade, mass-murder, enslave, underdevelop, and steal talent as it is grown. And you too can defeat the countries you steal talent from, win a strange-looking cup that resembles a mangled gold penis, while selling processed chemicals & metals stolen from those countries and promoting vacuous lifestyles that enable more stealing while the ‘natives’ bloat up while watching too much TV…

     An English football TV commentator during the World Cup called a French player’s push, ‘Agricultural‘ (aka peasant), which recalls Eric Hobsbawm‘s question on why capitalism was delayed in France and commending Lal Jayawardena‘s answer: The French Revolution reinforced the rule of the smallholder peasant, delaying their proletarianization. Nonetheless, the English (once colonized or civilized by the French for 500 years?) are today crying… They’ll probably package it with glyphosate and get CIC-ICI to force it on our cultivators! By the way, they should name a wing of the cancer hospital after English multinational CIC-ICI or their director, Peradeniya Professor B Marambe, who led the attack against the transition to organic…

     Morocco (touted as the first African team making it to the World Cup semifinals) has to next play France (filled with the children of stolen Africans). Let’s recall that the 1505 Portuguese invasion of Lanka began with Portugal’s 1415 invasion of Ceuta in Morocco, getting ready to round Africa. 600 years later, Abd El Krim led the resistance, to form the Rif Republic, 1921-26. Of Amazigh (Berber) origin, Krim and the Rif Republic were attacked by a combined Spanish-French invasion force in 1926: 160,000 French troops under later-German Nazi-ally Marshal Petain, joined 90,000 Spanish troops. Krim escaped to Egypt. Though invited to return to Morocco by king Muhammed V, he ‘refused to go home as long as one French soldier remained in North Africa’. Ho Chi Minh called Abd El Krim, ‘the precursor of the armed struggle for independence’. Yet Morocco’s feudal groups – the great hashish-growing caids of the Atlas – collaborated with the French to retain their large landholdings. Metropolitan capitalism soon took over their economy, particularly its mineral wealth (cobalt, phosphates, manganese, etc). B1.  Privatization of Water & the Mahaweli & Kelani Rivers

(Under the headline ‘Electrical engineer Ranawaka paints a grim picture of outcome of proposed CEB reforms’, likening it to ‘what happened to Russia with Gorbachev reforms’, the Island reports , SJB MP Patali Champika Ranawaka has told Parliament that the government’s plans to restructure the Ceylon Electricity Board would certainly lead to disaster:)

     ‘These privatisation plans, if permitted, would have the same consequences as the economic reforms in Russia under Mikhail Gorbachev.’ As per a recent Cabinet decision the CEB would be divided into 18 companies & some of its work would be given to 4 other companies. ‘This move will bring about disastrous consequences. And the privatisation of reservoirs will make it hard for the people to get water for drinking and agriculture because most water sources will be exploited by private companies in the name of power generation’.

     A committee report had been released on the plan to divide the CEB and its affiliated bodies into 18 companies and 4 institutions. The Cabinet had approved this report. The CEB would be broken down to 22 institutions. This will mean the dissolution of the CEB. Power generation would be given to 6 main companies. The first would take over the Kelani River hydropower generation including the Lakshapahana, Maussakelle, Canyon and Broadland. The 2nd will take over the Mahaweli complex including Kotmale, Victoria, Randenigala and Polgolla. 3rd company would be set up at the Samanalawewa complex and CEB-owned plants there. 4th would be the Coal Power Complex of the Lakvijaya Power Plant in Puttalam, CEB’s Thermal Power plants at Kelanitissa and Sapugaskanda would be taken over by the 5th, and the 6th would be the Wind power plant in Mannar.

     People should not allow the privatisation of the waters of Kelani or Mahaweli rivers because that would deprive many provinces of drinking water. The top priority of the private companies would be the generation of power. What would happen if they cannot supply water to Colombo or any of these places?

     ‘The most dangerous thing about this is the privatisation of hydropower. The public should not let this happen because we have finished paying for the Kelani River-based Laxapana Power Plant, and we have finished paying for the Mahaweli Power Plants. The government has no right to sell them. These are the people’s assets. Privatising these resources will be a serious threat to national security.’

     The issue of restructuring of the CEB would be taken up by the Economic Stabilisation Committee of Parliament under Ranawaka, and international experts had been invited to be present at the Committee on 13 December. He invited all MPs to attend the session and see the danger of the government move.

     Power Minister Kanchana Wijesekera said that restructuring of the CEB had been accepted by all as a necessity. ‘This had to be done to increase efficiency. Without increasing efficiency it is impossible to control the electricity prices,’ Wijesekera accused Ranawaka of misleading the House.’

B2. Jiang Zemin in Sri Lanka – Sugath Kulatunga

     In early 1980 the Greater Colombo Economic Commission was getting many visitors to learn about the experience of the new investment promotion zone. One of those visitors was a Chinese official who at that time was vice-chairman and concurrently secretary-general of the State Administration Commission on Import & Export Affairs and the State Administration Commission on Foreign Investment. At that time the GCEC had so many visitors, the Chinese official was not given any special treatment. After the usual official briefings, the visitor was passed on to the then Export Promotion Secretariat (EPS), which happened to be the nucleus of the GCEC until they were fully staffed. EPS was willing to accommodate any foreign official in a relevant field and learn from them. I happened to then be the EPS Director General and saw the potential benefit of a closer dialogue with the Chinese official. He was also interested in visiting Kandy and the Dalada Maligawa, which I readily arranged.

     As he was a very senior official I myself accompanied him to Kandy and back. We had a long and friendly discussion. He was interested in the history, the economy and development programs of the country. We talked freely about many topics on China, including the Long March, the Cultural Revolution, and contemporary development strategies. He mentioned run of the river hydroelectricity projects, which was new to me (still not exploited in Sri Lanka). Although he asked many probing questions, he was well briefed on the comparative advantages of Sri Lanka. I of course gave him a few reasons why we have been slow in economic development. Almost at the end of the journey, he thanked me and said, ‘You have a literate society, a strategic location, a rich ocean around you, well established administration and many other advantages which many countries do not have. He paused for a few seconds, then more or less shouted at me the words: ‘What then is your problem? ’

     Very much later it was revealed that China had learned much from our experience in free trade zones when they went for a massive exercise in establishing FTZs, in which this Chinese official played a key role. He was Jiang Zemin – President of China from 1989-2003‚ taking the helm of the world’s largest country in the wake of the Tiananmen Square student uprising. (When he came to power, China was a virtual pariah state. By the time Jiang handed the presidency over to Hu Jintao, it had become the fastest-growing economy in the world.)
