100 Years of the BBC & Fascism

The (so-called Sri Lankan-owned) media has demanded with one voice that Sri Lanka default on debts & submit to the IMF. These debts were largely incurred to pay for imports of fuel, fertilizer, food, pharma and machinery, most of which was not invested in productive efflorescence.

      At the same time, the US Treasury’s IMF, which is not a democratic organization at all, is clearly working thakata-thei with US games to turn Sri Lanka into a US military base in the Indian Ocean. Until Sri Lanka submits, they aim to play all sides against the middle, while depriving us of the essentials we’re prevented from producing for ourselves.

      The media this week took instead to openly trying to blame China again for the ‘delay’ in imposing the IMF’s blessings. It is the US (& IMF) dictat that is creating further chaos. Instead, they are framing China for the continuation of the colonial import-export plantation oligarchy’s policies.

      This recent report blaming China originates with the Hindustan Times quoting unnamed ‘financial analysts based in Washington’. Of course we aren’t surprised that Hindustan is also the modifier for Hindustan Unilever, the largest English multinational in India – and not that coincidentally – the largest media advertiser.

      ee repeats: Unilever, World Bank, IMF, Asian Development Bank, etc., are no democracies by any means. And yet, US President J Biden recently divided a multinational-corporation-dominated world into ‘democracies’ and ‘autocracies’:

‘By democracies Biden means the US & allied Western financial oligarchies.

Their aim is to shift economic planning out of the hands of elected governments

to Wall Street & other financial centers under US control.

US diplomats use the IMF & World Bank

to demand privatization of the world’s infrastructure

and dependency on US technology, oil & food exports

More recently, US diplomats appointed Juan Guaidó

as Venezuela’s head of state, instead of its elected president,

and turned over that country’s gold reserves to him.

President Biden has insisted, Russia must remove Putin

and put a more pro-US leader in his place.

This ‘right’ to select heads of state has been a constant in US policy

spanning its long history of political meddling in… political affairs since WW2…

By democracy he means a client oligarchy under US control,

creating financial wealth by reducing living standards for labor,

as opposed to mixed public/private economies

aiming at promoting living standards & social solidarity.

This insight indubitably puts in percipient perspective all the pervasive parroting of the media: about an ‘independent’ Central Bank, the demand for unaccountable accountants and corporate-funded technocrats, the overmuch attacks on politicians – as if artists and professors, doctors and lawyers, were paragons of incorrupt rectitude, etc, – as if it is this ‘civil society’ dominated by corporations, who should select our leaders.

• It becomes clearer every day, and it has taken a determined Russian President V Putin to state it: The US is behind the unjustified inflation of the dollar, and the criminal strangling of supply lines related to fuel, fertilizer, food, medicine. Fuel, food & pharma multinationals, blocking supply chains, are making killings, ie, with profits going through the ozone layer, even as the rate of profits decreases due to the refusal to invest in modern production, rather than in non-productive rentier activity (eg, real-estate, tourism, luxury consumption, etc). And yet the English media says the very opposite, and will not state the obvious:

Prices are not going up just because of supply chain or labor

or some other invisible market forces, they are going up

because powerful executives are making deliberate choices

to maximize their profits at the expense of the rest of us.

• English media has been slobbering over Rishi Sunak being made England’s first off-white government leader, acting the Hindu Brahmin, etc. (England’s King is their head of state, who by law has to be an Anglican!).

      If ‘ethnicity’, ‘race’ or ‘genes’ are the major or only determining factor in human’s behavior on this earth, then Rishi Sunak’s real ethnicity or race is ‘fund manager’. He is the first Goldman Sachs employee to openly ‘rule’ a country. This Goldman-Sachs DNA is what determines his policies, not the blue Krishna!

      Sunak is compared to Italy’s Mario Monti and Mario Draghi:

‘A typical technocratic leader or central banker.

He is prime minister by appointment:

neither elected through a general election,

nor even by his own party or parliament.

The Conservative Party avoided a members’ vote

by setting an artificially high first-round voting threshold.’

      The policies Sunak has been chosen to uphold and impose, and perhaps even die for, do not issue out of his Brahmanic brain alone. He represents a particular strain of the English body politic, the same strain that goes in for sometimes dressing up in their mother’s garters but with some sense of what is a home game within the (financial) city’s boys-only sausage dens, and what’s played outside in their country towns and churches.

• The US-led NATO alliance is increasing their resort to terrorist tactics in the Ukraine and Russia. This includes the bombing of nuclear plants & dams, threats of ‘dirty bombs’, and the exposure of England’s hand in recent large-scale attacks. ee focuses on this Baltic arena, not to divert from their daily horrors in Asia (from North Korea to Yemen, Palestine, etc) and Africa (East Africa, Libya, Mali, etc). The attempts to do what they normally practice in our countries, gets more media exposure because Russia and China do not stay quiet like our leaders.

      This terrorism must be exposed because US corporations like Trimble Sensors have been contracted to ‘comprehensively’ monitor Victoria Dam, etc. (ee 2 Aug 2020).

• Build Better Colonies (BBC) – The 100th anniversaries of the BBC as well as Italy’s National Fascist Party are being celebrated this autumn. The link between the BBC and the promotion of fascism is quite enlightening (ee Focus). The fascists and the Nazis have always seen English colonial policy and their settler-states (US, Canada, South Africal Australia, New Zealand) as their ‘elder brothers’. Fascism indeed is ‘the return’ and recrudescence of Europe’s colonialism and imperialism.

      Italy: recall that Mussolini’s establishment of the Vatican as a separate state, and compensation for the confiscation of church properties (1929 Lateran Treaty) was made in return for the Catholic Church promoting, from every pulpit, the invasion of Ethiopia in 1936 (which Italy had also invaded in 1896).

      This Italian centenary marks the ‘March on Rome’ and the momentary triumph of fascism. Indeed the similarities between fascism’s ‘anti-state state’ demands, and the recent aragalaya’s ‘March on Galle Face’ with its demands to submit to the US and IMF, bear investigation (Check out ee Media, The Nightwatchman’s Bludgeon – 100 Years of Fascism).

.• ‘These sites link to state-owned websites’, only referring to Russia or China, is now a mainstay banner witnessed by those who use Twitter, Facebook, etc. Such warnings could very well accompany Twitter, etc, themselves.

      Despite the monopoly control of the media by a few capitalist corporations, based mainly in London and New York, serving the aims of the imperialist powers, English media becomes more crazed by the hour.

      There is an almost total whitewash of the massive protests ongoing in the US colony of South Korea, demanding the end of US-South Korea-Japan war exercises. Why US colony? – you may ask. Now imagine what people may say if there were 50,000 and more Chinese troops in Sri Lanka? God Save the Anglican Queen or King or (gender-fluid) Monarch?

      Rising protests across Europe against US-led NATO war also do not make the daily news.

      The English media also ignores the increasingly closer relations between Asian & African countries, preferring to focus on differences. As, eg, this week Nguyễn Phú Trọng, General Secretary of the Communist Party of Vietnam, stated: ‘Vietnam has made the development of friendship and cooperation with China the top priority in our foreign policy.’

      Russia recently labeled Facebook aka Meta as a terrorist organization, for posts promoting attacks on civilians. How long will it take for these US organizations to be banned all together or at least regulated in Sri Lanka? Contrary to their own propaganda (aka public relations) about individual-ownership, Twitter, Facebook, Instagram, etc, nay, the entire internet, their origins & their raison d’être, are controlled by the US government.

      This week it was revealed that ‘Meetings between representatives of Twitter, Facebook, Reddit, Discord, Wikipedia, Microsoft and LinkedIn and US intelligence officers were [are?] held every month…’ (see ee Media, Leaked US Documents).

      Indeed, their hybrid wars using so-called (multinational-dominated) social media and lawfare (ask USAID-funded BASL) are their ‘fair and lovely’ masks….

      Meanwhile we notice that every single Daily Mirror, Sunday Times and Financial Times (all under the Wijewardena-owned Wijeya Group) online article shown online has ads for Unilever, and linked online distributors as well as supermarkets, eg, Cargills, etc, whose opening of its 500th outlet was graced by none other than the Central Bank Governor!

      It’s a no-brainer to see the link between the supposed Tamil-owned Cargills supermarket network and Anglo Unilever, the plantation and FMCG giant.

      Note the appointment this week of a new Managing Partner for Unilever-owned GroupM Sri Lanka, ‘a data-centric, digitally charged marketing services conglomerate, with 6 agencies including Wavemaker, MediaCom, Mindshare, mSix, Motivator, Essence, and speciality services…’.

      ee also notices ads by Pearson in this media. Pearson is now the world’s biggest seller of overpriced yet compulsory textbooks as well as examination systems! ee has already tracked Pearson’s earlier avatar in the origins of the Anglo-Dutch Shell Co, and their sabotage of DJ Wimalasurendra’s striving to make Sri Lanka self-sufficient in energy. Wimalasurendra’s ghost most certainly would haunt any party with pretensions to leadership of the country, as ee  has kept saying so long before this year’s powercuts (see: Who’s Afraid of Wimalasurendra? ee 1 Aug 2020, and Wimalasurendra Yaka Caused the Powercut! ee 5 Sept 2020)

Pearson’s US Police: Sri Lankan students relying on ‘Z Library’ for obtaining free access to overpriced school textbooks, are disappointed to hear of US police seizing digital database Z-Library domains.

      Users worldwide for years could freely access Z-Library books, from novels to academic texts and journals demanded by universities. Non-paying users could download up to 5 books a day. This week users were met with a blocker that stated the FBI had seized the website domain:

• ‘Land Fraud & Central Bank – Amendments to the Registration of Documents Ordinance 23 of 1927 are being discussed in parliament, without reference to Act 6 of 2006 .It is necessary to amend the Ordinance to comply with Act 6, granting powers to the Registrar to reject invalid land transactions from entering the register. In Act 6, provision has been made for ‘The Financial Intelligence Unit of Sri Lanka’ to prevent fraud and money laundering using land transactions. The Act has provision to check the owners names/addresses/phone numbers/NIC and to refuse land transactions [deeds] for registration if they do not comply with Act 6. The Registration of Documents Ord 23 of 1927 is an impediment to implement Act 6 of 2006.

      The Registrar does not have the power to reject deeds, under Section 7 of Ordinance 23 of 1927, for non-compliance. Land transactions with forged signatures are easily registered and money is laundered as the Registrar does not have the power to reject deeds under Section 7. It would make sense if an amendment to Ord 23 has reference to Act 6 giving power to the Registrar to reject invalid deeds by checking the owners’ names etc as done in all other countries.’ – ee Security, Is the Central Bank

A3. Random Notes (‘Seeing Number in Chaos’) _

• ‘The International Monetary Fund has no intention of providing meaningful solutions to Sri Lanka’s problems… I am not sure if we will get the $2.9billion the IMF has promised us. On the other hand, the government is not doing anything to boost our exports, address structural issues and make the state sector more efficient. Ranil Wickremesinghe administration is hoping China, India, US and other world powers will give it bridging finance once the IMF money comes… Placing all hopes on IMF funding and tourism is a bad idea… This is irresponsible behaviour and Sri Lanka needs to study what India and Russia did when they faced economic crises… In 1982 Argentina defaulted; since then it has defaulted 4 times. We are going down that road. India faced a similar crisis in the early 90s and came out because it had a plan. We have no plan. Waiting for IMF money and hoping tourists will arrive is not a plan.’ – ee Economists, Weerawansa: Govt has no plan

• ‘The IMF is not the answer to Sri Lanka’s present crisis… it has not succeeded in saving a single country, from 2015 to date, and it will therefore, not succeed in saving Sri Lanka either. The result of dealing with the IMF will be, any independent strategy that is available to Sri Lanka to emerge from this crisis will be blocked.’ One such independent strategy is printing money; the IMF can’t impose any conditions on countries like Myanmar, South Korea, Cuba, because they print their own money.

      ‘I am not in favour of a military Government, but Myanmar does not face starvation, addictive drug problems, or the collapse of the state machinery. I am not saying that we need to form a Government like Myanmar, I am only saying that there are countries surviving without the conditions of the IMF.’

      The IMF targets countries like Sri Lanka because of its inability to control the US and all countries belonging to Europe excluding England that print their own money. ‘Does the IMF give permission to the USA to print US dollars? What right does the US have to maintain the US dollar at such a high rate? The IMF cannot impose any conditions on the use of Euros in Europe, because that authority lies with the European Parliament.’

      While it was possible for the IMF to limit and impose restrictions on countries like Sri Lanka 3 decades ago, it is no longer possible to do the same because they do not hold the monopoly power anymore.

      ‘The IMF cannot restrict or control countries like us anymore because they can no longer rely on the support and empowerment of the US and Europe because they are economically struggling. Organisations like the World Health Organisation and other financial institutions are gradually becoming Asian-based, as they are relying on Asian funding.’ – ee Economists, Rathana Thera says IMF not the Solution

• IMF’s 4-pillar reform agenda for Sri Lanka – Sri Lanka reached a Staff-Level Agreement with the IMF on a 4-year program supported by the Extended Fund Facility on 1 September. The program, amounting to $2.9bn, is expected to restore macroeconomic stability and debt sustainability while protecting the vulnerable and safeguarding Sri Lanka’s financial system. This agreement remains subject to IMF Executive Board approval.

      The IMF program has been centred around Sri Lanka’s ambitious reform program. The government’s reform agenda is based on 4 pillars:

      1. Fiscal reform. The program foresees the implementation of ambitious revenue-based fiscal consolidation measures, combined with revenue administration reforms and the introduction of fuel and electricity pricing mechanisms to minimize fiscal risks stemming from SOEs. It also includes the enhancement of existing social safety nets to protect the most vulnerable;

      2. Restore public debt sustainability. Sri Lanka’s debt situation has been deemed unsustainable by the IMF and will need to be addressed by a comprehensive debt treatment;

      3. Restore price stability and rebuild external buffers. The government is committed to refraining from any monetary financing and the Cabinet will soon approve the Central Bank Act that will strengthen the Bank’s independence and modernise its policy framework;

      4. Safeguarding financial system stability, a key condition to Sri Lanka’s economic recovery. This will be achieved by ensuring that Sri Lanka’s banking system is adequately capitalised and by strengthening the resilience and governance of its state-owned banks.

      In addition to these pillars, the government will introduce a series of anti-corruption reforms that will align Sri Lanka’s legal framework with international standards and will implement broader structural reforms to unlock Sri Lanka’s growth potential.

Sunak owes it to Ceylonese Black-whites – ‘Three people from Ceylon were path breakers for the vast Indian subcontinent. The first Asian to be called to the English bar was Sinhala Christian, Harry Dias, in 1847. The word Cinghalese was used to describe all the people from the island. Sir Harry’s admission to the Middle Temple was cheered throughout the English Empire. It was only in the mid-1830s that Catholics and Jews were allowed in the professions. In the case of Sir Harry, he was an Anglican, which dominated the English establishment. Sir Harry was the first non-European lawyer to be allowed in the English Empire. He later became the first Sinhala to be knighted. He paved the way for another statesman from Ceylon – Sir Muthu Coomaraswamy, the most prominent family in Ceylon. He was the Tamil member of the Ceylon Legislative Council, a post his family monopolised for many years. Sir Muthu became the first Hindu (in a religious sense) to be called to the Bar. Sir Muthu was admitted to Lincoln’s Inn in 1862. Like Sunak, Sir Muthu may have taken his oaths with the Bhagvad Gita. He was the first non-Christian or non-Jew to be called to bar… Sir Muthu cleared the way for another Asian pioneer, who was also from Ceylon. James Peiris was a Sinhala Christian who was an undergraduate at Cambridge in 1880s. In 1882 Sir James (as later known) was elected President of the Cambridge Union. Sir James was the first non-European President of the Oxford or Cambridge Union. No other coloured was elected as Oxford or Cambridge Union for nearly another 50 years. Sir James was a Liberal in England and later became one of Ceylon’s leaders. He was the Vice President of the Ceylon Legislative Council and Acting Governor of Ceylon. He was one of the very few natives who acted as Governor in the English Empire.’ – ee Media, Sunak’s Path to No 10 may have begun in Ceylon

National Council – ‘A National Council has been established within the Parliament consisting of 35 members representing all political parties with the objective of a) Determine priorities on guidelines for the formulation of National short-, medium- and long-term policies. b) To reach a consensus on a common minimum short-, medium- and long-term program to stabilize the economy.

      There is serious doubt whether the members of this Council have the capacity and the will to deliver the tasks assigned. Most of them have been in Parliament for decades and some held ministerial responsibilities. When even the very Parliament which had overarching power over finance had no sense of priorities and allowed the present crisis to develop over so many years failed miserably, serious doubts on these 35 members making an impact is justified. National policies and priorities should be devoid of partisan politics. It would be impossible for these members to determine national interest over political interest.

      In 1956 Sri Lanka introduced the National Planning Council Act where the Council was to advise the Cabinet on the planning of agriculture, industry, commerce, education, housing, health & social services, public utilities, and all other matters pertaining to the national economy. SWRD envisaged a 10-year national development plan. It was after 1977 that National Planning was given up.

      Priorities on National Development cannot be plucked out of thin air but must be based on potential and prospects of the economy based on in-depth studies. This is the task of a National Planning body staffed with trained technocrats. Political manifestos provide visions on national development. We had such broad visions in Regaining Sri Lanka, Mahinda Chintanaya, Visions of Prosperity, but did not have any well-formulated plans for implementation.

      The number of countries with a national development plan has more than doubled, from about 62 in 2006 to 134 in 2018. More than 80% of the global population now lives in a country with a national development plan of one form or another. This is a stunning recovery of a practice that had been discredited in the 1980-90s as a relic of directed economies and state-led development.

      China is on its 14th 5-year Plan & South Korea is on the 5th 5-year plan. What we need is a scientifically formulated National Development Plan and a strong mechanism for plan implementation, not a political declaration of the ‘state of the Union’. – ee Economists, National Planning Council Act

• The IMF is complaining the Ukraine has become a ‘thieves’ paradise in which corporate loan defaults are written off; embezzlement from banks is not traced; the National Bank of Ukraine (NBU) no longer audits the country’s bank liabilities and reserves; and the IMF admits it cannot tell how much of the $35billion in foreign cash grants and loans promised to Kiev has been disbursed, or to whom…

      However, in a 32-page IMF staff report on the state of Ukrainian budget finance and the risk of system-wide financial collapse, the Fund experts have concluded, ‘large-scale forbearance with a delayed recognition of NPLs [commercial bank non-performing loans] and the suspension of NBU enforcement actions and audits of financial statements make a comprehensive assessment of the impact of the war difficult and uncertain.’

      ‘Uncertainty’ is IMF official-speak for black hole. ‘The balance of probabilities,’ according to staff paper October 3, ‘would suggest Ukraine has an unsustainable level of debt.’ According to IMF rules, this should suspend or stop IMF and all other foreign government cashflows’. – ee Economists, Thieves’ Paradise in Kiev

The US & their South Korean colony began massive war games off the Korean peninsula on Monday. Operation Vigilant Storm is a 5-day joint drill involving hundreds of warplanes and thousands of troops. The DPRK (‘North Korea’) condemned the war games as ‘a rehearsal for invasion and proof of hostile policies by Washington and Seoul’. Sri Lankan English media reportage on the Korean peninsula is uniformly white! Further proof that the English media is a colonial imposition on Sri Lanka as well. No mention is made that ‘South Korea’ is still a US colony, with at least 50,000 US troops based there, with constant provocations – but only the DPRK’s responses broadcast as provocations. Numerous US bases surround East Asia.

• The USA has deployed 6 nuclear-capable B-52 bombers to northern Australia. The US is building dedicated facilities for these aircraft at Tindal airbase at the south of Darwin. The US is hoping to spark a new arms race, by escalating regional tensions. In 2021 the security deal AUKUS had the US and England sell Australia nuclear-powered submarines. This July US sent 4 nuclear-capable B-2 Spirit stealth bombers to Amberley air force base near Brisbane. – ee Sovereignty, US nuclear bombers

ee last week noted, US CENTCOM General Michael ‘Erik’ Kurilla flew to USS West Virginia, the Navy Ohio-class nuclear-powered ballistic missile submarine at an undisclosed location in the Arabian Sea. He was joined on 19 Oct by Vice Admiral Brad Cooper, commander of the US Navy’s 5th Fleet & NAVCENT (Naval Forces Central Command) headquartered at Bahrain on the Persian Gulf.

      The surfacing of this genocidal machine, and the threats to use nukes in the Ukraine (which, using typical media ‘inversion & projection’, are blamed on Russia) saw a flurry of high-level back&forth assurances against (nuclear) escalation, involving US Secretary of War Lloyd J Austin, Russian Minister of Defense Sergey Shoygu, Ukraine Minister of War Alexei Reznikov, US Joint Chiefs of Staff’s Chairman Gen Mark A Milley, Russian General Staff chief Gen Valery Gerasimov, English chief of staff Admiral Tony Radakin, US Secretary of State Antony Blinken, Ukraine Secretary of State Dmitry Kuleba, English War Secretary Ben Wallace, etc. – ee Sovereignty, US signals readiness to launch nuclear strike

The UN General Assembly First Committee called on Israel last Monday to destroy all its atomic weapons and place its nuclear sites under the supervision of the International Atomic Energy Agency in a 152 to 5 vote. 5 countries – Canada, Israel, Micronesia, Palau & US – opposed the resolution over the ‘risk of nuclear proliferation in the Middle East.’ 24 other countries abstained, mostly EU members.

      Israel possesses 200-400 nuclear warheads, making it the sole possessor of nonconventional arms in West Asia. The Israeli regime has meanwhile murdered at least 7 Iranian nuclear scientists; conducted major sabotage operations against Iran’s nuclear facilities.

• On October 31, thousands of Congolese in Goma, capital of the Democratic Republic of Congo’s North Kivu Province, protested the war of aggression waged by Western-backed Rwanda and Uganda’s M23 militia, which is terrorizing the surrounding countryside.

England’s Terrorist Attack on Russia – In September 2020, London and Kiev agreed to expand the training program for Ukrainian military sailors-divers by English instructors. At the end of 2020 they began to implement a program to counter threats in the Black Sea, ‘Naval Training Initiative’, which includes training courses for combat swimmers.

      English-Ukrainian naval cooperation, within the framework of the joint multinational training group/ Ukraine program, is carried out on the basis of a separate center of special operations ‘South’ named after Ataman A Golovaty of the special operations forces of the Armed Forces of Ukraine (Military Unit A3199, former 73rd Marine Center of Special Operations) in the city of Ochakov, Mykolaiv region, and includes the training of underwater saboteurs for operations in the waters of the Black and Azov Seas. In Odessa, on the basis of the school of military divers (part of the 198th Training Center of the Navy, Military Unit A3163, Nikolaev), specialists are trained in the course ‘special purpose diver’ with the development of deep-sea demolition skills.

      On the coast and in the Black Sea near the cities of Odessa, Nikolaev and Ochakov, with the participation of English specialists, the Navy units conducted diving descents, including a training explosion of the facility.

      In August-Sept 2022, on Pervomaisky Island in the waters of the Dnieper estuary, 3km south of Ochakov, English military instructors (about 15) trained servicemen of the Armed Forces of Ukraine to control unmanned underwater vehicles (UAVs) designed to destroy ships.

• 100 Years of BBC (Build Better Colonies) – Leading manufacturers of radio transmitters and wireless receivers (radios) formed a consortium called the British Broadcasting Company. They were issued a single broadcasting licence by England’s General Post Office. The company was to be financed by a royalty on the sale of BBC radio sets from approved domestic manufacturers. On 14 Nov 1922 – the BBC began radio service in England, broadcasting from London.

In 1885, an English-controlled Indian National Congress, an association of lawyers and professionals, was set up for schooled Indians. In that year, Physical Science Professor Jagdish Chandra Bose (1858-1937), at Kolkata’s Presidency College (1885-1915) made instruments to show plants sensitivity, proved similar properties of radio waves and light waves, and before Marconi, invented a device for detecting radio waves.

      However, in 1897, after England granted Guglielmo Marconi, the patent for wireless, he set up (Marconi Co) as the Wireless Telegraph & Signal Co (aka Wireless Telegraph Trading Signal Co) and opened (in 1898), the world’s first radio factory, in Chelmsford. In 1900 Marconi’s Wireless Telegraph & Signal Co was renamed Marconi’s Wireless Telegraph Co (later RCA).

In 1901: Marconi’s Wireless Telegraph Co set up the Wireless Telegraph Training College. Marconi received the first trans-Atlantic radio signal, from Poldhu Wireless Station in Cornwall, England, to Signal Hill in St John’s, Newfoundland, Canada.

1904: Marconi’s Wireless Telegraph Co made the radio diode valve and set up Marconi Marine.

In 1919: The invention of the shortwave radio was announced in the USA. The US General Electric Co (GEC) set up England’s National Grid. The US Navy and General Electric Co agreed not to sell Alexanderson alternators to English-owned Marconi Co and subsidiary Marconi Wireless Telegraph Co. The US Navy asked GE to create a US-owned radio company, with the US Navy securing commercial monopoly of long-distance radio communication. GE then took over US Marconi and set up Radio Corporation of America (RCA, 1919-86), with the assets of Marconi Wireless Telegraph Co of America, the Pan-American Telegraph Co, plus those controlled by US Navy. RCA, General Electric, United Fruit, Westinghouse Electric Corporation, and AT&T then set up point-to-point and broadcast radio (including 1926 National Broadcasting Co – NBC).

      RCA was financed via German-Jewish settler Henry Lehman (who had set up Lehman Brothers, to trade enslaved cotton for cash or merchandise. After the US Civil War, Lehmans joined the NY Stock Exchange in 1887, underwriting retailer FW Woolworth and store chain Macy’s, and Halliburton as well. In 2008, Lehman was sent into bankruptcy).

In 1922: Thomas N Perkins (grandson of China opium trader Colonel Thomas Handasyd Perkins) accompanied Owen D Young of General Electric Co to Argentina, to consolidate radio operations of Radio Corporation of America with English Marconi Co, French Compagnie de Telegraphie Sans Fil, and German Telefunken.

1923: General Electric Co (GEC) set up industrial research laboratories at Wembley in England. James Finlay & Co’s Burmah Oil Co (BOC) aka Anglo-Persian Oil Co (APOC) secretly gave £5,000 to (future PM) Winston Churchill to lobby the English government to allow them to monopolize Persian oil resources. (1963: Burmese leader Ne Win nationalized all industries in Burma, setting up Myanma Oil & Gas Enterprise).

• Some Lessons on Planning for the 21st Century from the World’s First Socialist Economy: Elena Veduta – Part 3

The creation of an automated management system for a socialist economy in the interests of people: This science was born in the USSR – the only country with a history of dedicated attempts to use computing power to improve the quality of life for the people, and not just the profits of a minority in society.

Digital Projects of the Socialist Economy

Norbert Wiener’s Cybernetics was published in the USSR in 1958, a decade after it was first written. In the same year, the Laboratory of Economics & Mathematical Methods in Moscow (later, Central Economics & Mathematics Institute [CEMI]) and the Institute of Economics and Industrial Organization in Novosibirsk were created under the guidance of scientist-statistician V Nemchinov. The inspiration for these 2 institutions was Leontief’s input-output econometric model, based on the use of statistics and mathematics. It was designed to forecast scenarios, which had little to do with direct planning of the economy.18

      Another technocratic method of creating an automated control system, ignoring the laws of economic development, was the basis for developing the National Automated System Management at the Institute of Cybernetics in Kiev. The Institute, founded in 1962 under the leadership of V Glushkov, assumed that the national automated control systems would include a state computer network connecting data collection centers located in all regions of the country, and serve as the basis for the transition to optimal planning.

      Glushkov and the head of the CEMI, N Fedorenko, wrote a remarkable article in 1964 about the obstacles for nationwide integration of computing technologies into the economy of the USSR. They stated, whether or not an automated control system would be created for the economy would decide the fate of the country and its victory in the Cold War. This article put forward the goal of rigorously coordinating mutual efforts to create the nationwide automated control system, and sketched out the huge potential advantages as compared to the US system, where each business pursues its own private interests.19

      This was also noted in the United States. In 1962 John Kennedy’s advisor wrote a secret memorandum, ‘the Soviet decision to bet on cybernetics’ would give the USSR a significant advantage. If the US continues to ignore cybernetics, the advisor concluded, ‘we will be finished.’20

      In practice, however, in the USSR the narrowly selfish interests of the given institution were placed above those of the state. This is still the situation today. Glushkov, having no idea of what the automated control system software should be, installed hardware that did not work. There were huge costs for the introduction of expensive computers throughout the country. For this reason, the Ministry of Finance stopped funding the costly project. Today, all the developers of the digital economy are repeating Glushkov’s mistake.

      CEMI & the Institute of Novosibirsk began to focus on the study of Western economic & mathematical models. The system of optimal functioning of the economy created by CEMI was based on hierarchical mathematical models of direct and dual tasks of linear and nonlinear programming. These mathematical models and econometric modeling of inter-sectoral balance in the formal terms developed by Leontief had nothing in common with the planning practice of GOSPLAN, which was forced to continue using the method of manual iterative planning.

      These t3 institutions, operating separately, were not able to develop a methodology and model for optimal planning rapidly enough because the narrow-minded interests of researchers were placed above the public interest. The lack of a scientific approach was reflected in the institutions’ competition for funding to develop mathematical models of the automated control system. This affected the activities of the Main Computing Center of GOSPLAN, which was created in 1959 for the automation of system-planned calculations.

      In the absence of a dynamic model of inter-sectoral balance that would coordinate calculations for all industries and economic sectors to ensure development in the desired direction, there was no interaction between sectoral automated control systems and automation of system-planned calculations. The Main Computing Center united branch computing systems and turned them into a body for analytical support of the 1965 Kosygin reform. While GOSPLAN asked to speed up the development of the automation of system-planned calculations, the sectoral ministries demanded more powers.21

      In the critical absence of a model of inter-sectoral balance, the automation of system-planned calculations was reduced to a set of analytical tables created for different departments of GOSPLAN and the automated document management system, Dokument. Its task was to track the process of drawing up a plan, but not to automate the actual planning calculations. Furthermore, the activity of the Main Computing Center was reduced to the unification of the networks of GOSPLAN, with the computer systems of republics, ministries & departments interacting in real time. The disease of workflow automation – instead of the automation of calculations that ensure real income growth – is inherent today in all countries of the world. Today, this primitive approach characterizes the Analytical Center for the Government of Russia, who calls this process an E-Government project.22

      If we return to the origins of the problem in the field of economic and mathematical modeling and automation of economic management, then we should recall the 1962 creation in Minsk of the Central Research Institute of Technical Management under the leadership of the scientist-cyberneticist, Nikolai Veduta. This institute introduced automated systems of economic management at a number of large machine-building plants. Veduta was a practitioner in the field of economic planning. But his main success was in the creation of the country’s first automated control system, resulting in a dynamic model of inter-sectoral balance. This model is a system of mathematical algorithms that describe the coordination process between the orders of end consumers (government, households, exporters) and the capabilities of producers, including the procedure for adjusting initial assignments to achieve the proper input-output balance.23

      In the course of calculations, according to the model, the structure of the final product is optimized to increase the real solvency of the national currency and effectiveness in the choice of new technological methods of production in order to maximize the rate of economic growth, through which the fulfillment of macro-economic proportions & employment are ensured. The result of these calculations is the construction of production chains and the distribution of investments between industries so as to enhance the trajectory of growth in quality of life. It can be argued that the dynamic model of inter-sectoral balance is the only digital technology in the world that is able to ‘construct’ the future, ensuring the development of the economy in the direction of social progress that realizes human values.

      The main differences between Veduta’s cybernetic model of inter-sectoral balance and Leontief’s econometric model are as follows:

      The method of building the model. Veduta’s economic cybernetics requires integrating the actions of objective economic laws when modeling inter-sectoral balance. Leontief’s econometric model is based simply on statistics and mathematics.

      In planning technology. When constructing a cybernetic inter-sectoral balance, the method of successive approximations for calculating a plan is used, and in doing so the principles of proportionality, production efficiency, and optimization of the consumption structure are implemented. This method ensures the convergence and stability of solutions. Leontief’s econometric model of inter-sectoral balance uses scenario forecasts calculated on the basis of systems of equations, with economic forecasting parameters obtained by methods of mathematical statistics. The resulting solutions are unstable.

      Investments as a managing or predictive parameter. Investments are the governing parameter of the plan in a cybernetic model of inter-sectoral balance. The allocation of investments is determined iteratively during the calculations of the plan. In econometrics, investments are a predictive parameter that does not interfere with the competing interests lobbying for state support.

      Collecting information. An economic robot (AI in the economy, or automated control systems for economic management) is based on a cybernetic model of inter-sectoral balance that organizes information flows about final consumer orders, consumer market equilibrium price dynamics, production relationships, new technological methods of production, foreign trade balances, the balance of capital investments and income and expenditures of the population, and the state budget in the rolling planning mode (online). The econometric model of inter-sectoral balance uses statistics after the fact (ex-post) from the national accounting system.

      The scientist-philosopher V Pikhorovich notes that Glushkov, unlike Veduta, had tremendous support from the country’s leadership and was constantly busy promoting his idea. At the same time, Veduta, although holding similarly important and authoritative posts, was a lone enthusiast in developing the principles of automation. However, he had a significant advantage over Glushkov: he was not only a professional cyberneticist, but also a serious and principled political economist. Neither, however, were ranked among leading Soviet economists.24

      The time has come to unblock Veduta’s cyber-planning to create a socialist economy. Socialism is the only global cybernetic project that is presently capable of implementing a plan for social progress realizing human values. Automation of economic management means the coordination of the activities throughout all industries and sectors of the economy, as well as all technical AI, so as to improve the efficiency of management decisions.

      Lenin once said, Socialism is Soviet Power plus Electrification of the whole country. Today, this slogan can be paraphrased as socialism is democracy plus automation of the country’s economic governance. The introduction of economic AI, which automates managerial work, is a necessary condition for the transition from capitalism to socialism without the possibility of the former’s restoration.
