The US Pacific Fleet, and their Australian henchayas in warfare, continue their synchronized splashing about, in this ocean called Indian, until August 04. Their RIMPAC Exercise 2022 has been ongoing since June 29, and is accused of hampering oceanic trade to Sri Lanka, threatening Russian and Chinese ships. Meanwhile, nine Sri Lanka Navy sailors involved in RIMPAC jumped ship in the USA.

      RIMPAC’s concentration may have been elsewhere. Perhaps, observing the super-tempest rise and break over the Port of Colombo on 09 July. Perhaps, on standby and alert for what this 09 August rolls in, as tempests from the North-East start to reverberate, rumble & roar over the southwest.

• The US and India are moving to impose a referendum in the North-East to sever our country. Midst the fogs of the aragalaya, various white envoys – from the US to Canada to Japan (the last jumping the diplomatic gun, so to speak– see ee 2 July 2022) – have made singular travels to these reaches of the country. Former Indian envoy MK Bhadrakumar openly wondered this week as to why India has been so silent about US interference in Sri Lanka (ee Quotes).

• The later-murdered President of Haiti, Jovenel Moise, can be seen posing for a photo with Julie Chung in 2019, when she served as Principal Deputy Assistant Secretary in the US Bureau of Western Hemisphere Affairs. In 2021, on June 15, US President Biden nominated Chung to serve as Ambassador to Sri Lanka. 3 weeks later, 7 July, Moise was assassinated. Was Chung’s appointment or ‘demotion’ here to wipe away her fingerprints on planning that murder in Haiti? NATO’s Plato’s… – Over 100 so-called academics, local and foreign, mainly fermenting in NATO’s belly, are not amused. They: ‘work on Sri Lanka & South Asia more broadly,’ and ‘fully condemn the violent assault on peaceful protestors in Colombo by the Sri Lankan security forces on 22 July 2022’.

      Over the last century, such academics have had their education (& sabbaticals here) and long dreary tomes funded by the export of scarce dollars mainly sucked out from workers. Workers who are prevented from entering such exotic NATO locations. These academics have expended their grey-white brain cells on such lofty matters as ‘ethnicity’, ‘human rights’ and ‘culture’, using these ‘disciplines’ to camouflage their stripes, if not erase, the economic and class warfare that undergirds and informs such matter.

      Postmodernism and its kissing-cousin post-colonialism is now all toast…errrrr…post-post!

MP Wimal Weerawansa this week divulged the vast amounts of dollars ($10+ millions in last 6 years) the US has poured into Sri Lanka via NGOs to destabilize the country (ee Focus).

      A standard of international diplomacy is that national sovereignty is demonstrated by actual control over who and what enters and leaves a territory. For centuries now, invaders have been funding states within the state of Sri Lanka.       

      US Envoy Julie Chung issues one press release after another, dutifully xeroxed by the media, issuing a not-so-veiled threat after meeting President Ranil Wickremesinghe: ‘He takes office at a time when Sri Lanka stands at a crossroads…We discussed how it arrived at this point of economic & political crisis, and how we can work together to navigate toward a brighter future for all.’

      Navigate indeed! And co-navigation to boot!

• The USA is blasting out an ever-shriller crescendo of anti-China bile. See the unsigned articles in the Daily Mirror, clearly from the US embassy’s Zoldaat by de pen (soldiers of the pen) section, which also trolls the Daily Mirror‘s Comments gallery. They blame people’s suffering solely on an economy wrought by the Rajapakses sinisterly enabled by China’s deathly ‘debt trap’. No history. No numbers. No wider world: Of imperialist mass murder and exploitation.

      Is it just hysteria wrought by masks and prolonged lockdowns? Or due to an approaching Chinese ‘research’ ship? Why the kalabala? Farther east, the US is enacting nuclear brinkmanship over US-occupied Taiwan, to divert from their looming drubbing for their invasion of Russia, farther north and west.

      Or is it due to the media still refusing to admit that ISB banks, mainly based in the US, are Sri Lanka’s biggest ‘creditors’? These private vulture banks are refusing to cut their losses (after obscene profits) and run? They are also enabling their IMF and World Bank’s stalling strategy to instigate further chaos, to justify the entry, first of UN troops, then of Indian and US boots and drones on Lanka’s soil?

• Consider what their undeclared war on Sri Lanka could achieve: On July 4-5, top officials from the US, EU, England, Japan & South Korea met in Switzerland for a so-called ‘Ukraine Recovery Conference.’  Salivating over massive potential contracts, preparing to plunder war-ravaged Ukraine by applying tasernomics – shock therapy: privatization, deregulation, slashing worker protections; calling to cut labor laws, ‘open markets’, drop tariffs, deregulate industries, & ‘sell state-owned enterprises to private investors’. Sound familiar?

• Midst these outrages, it is no surprise the US stink-tank Advocata is hosting a ‘Let’s Reset Sri LankaReformNow Conference at the BMICH, August 5-6. The buffet announced offers ‘Unlocking Land for Development, the plunder of national industries (SOEs, SriLankan Airlines), followed by stripping Samurdhi (welfare), and dismantling labour laws (so-called flexibility), etc.

      Advocata is chaired by regional Indian Borah merchant Murtaza Jafferjee. The Conference is sponsored by Capital Alliance (CAL, one of 5 non-bank primary dealers), ExpoLanka, John Keels and Germany’s Friedrich Naumann Foundation (In 2013, the CID investigated the Naumann Foundation, operating here since 1974, for going ‘beyond its legal limitations in Sri Lanka’, for funding opposition parties and their foreign junkets – ee 2021 Oct 24-31: Germany Delivers Sermons on Freedom to SL)

• The IMF & World Bank press releases, which all media faithfully rebroadcast, are a medley of modifiers. This week it was ‘as quickly as possible’, then ‘talks to resume’ and now, ‘successful’ even. Success! Success?

      IMF & WB media pronouncements appear variable, posing as sweaty and as grave as surgeons about to call the coroner or Raymond’s embalmers. Yet, these US bureaucrats say they’re taking official summer holidays for 2 weeks from August 1.

      August is the month the ubermensch of the North Atlantic and North East Pacific take their major vacations to refresh their industrial-military-media menu for the next year while catching this year’s sun.

      The World Bank is busy salivating: they demand the handover of vital oceanic and riverine assets, making further claims on the home market and rural lands, while saddling their high horse with claims to fiscal & monetary accountability: selling off national resources by demanding ‘cost-reflective’ pricing, ‘debt-for-nature swaps’.

      Debt for Nature Swaps are targeting Lanka’s oceans, fisheries, mineral resources & coastal land, for Blue Economy greenwash. Also for military bases like Chagos Island’s Diego Garcia. (ee Agriculture, Ocean Grabbing

      The US this week said, they have ‘extended a hand in technical assistance for economic policy reforms for negotiations between Sri Lanka and the IMF.’

Meanwhile, the Employers’ Federation of Ceylon (EFC) while promoting such anti-worker ideology as flexibility, calls on ‘all stakeholders for a collective social partnership. The EFC has still not admitted their role in the mass sackings of July 1980, escalating the terrorism.

The London Economist, that weekly magazine for English billionaires, orders the new President: Ranil Wickremesinghe must persuade suffering Sri Lankans to endure more pain’. It always comes down to, which Lankans will endure? Former governor Indrajith Coomaraswamy, accused of saddling Sri Lanka with $12billion of ISBs, blames populist policies enacted after 1948, and a ‘sense of entitlement’. So was it populism to retain the plantation system and allow English banks & companies to withdraw the capital they had stolen from the country for centuries? Is it populism that has prevented a modern industrial strategy? And who really has a sense of entitlement? The English bestowed upon a constricted independence, the most-impoverished peasantry in Asia. Why should we not have felt entitled – to an independent economy that would liberate us?

A former Goldman Sachs executive divulges that private creditors, to whom Sri Lanka owes most of its debt, have already made a killing off Sri Lanka. These vultures should now be told to cut their losses and shove off! ‘Bridging finance’ is to merely placate the middle classes, especially those fattened by imports right after 1948, then post-1977; and will just postpone even worse pain. Sri Lanka should just declare bankruptcy and do a hard reset, unless they wish to sacrifice even more people (Also see ee Focus, Time for New).

• The US & Europe’s threats, exclusions & sanctions inspire their ‘enemies’ to ‘build their own capabilities’. In Sri Lanka, a supine ‘import mafia’ media wails, scrambles down on its knees or screams to demand further acquiescence to their measures, berating leaders for not bending over even earlier.

      Witness this week’s admonition by the German ambassador, Yet another sermon! Anyone got a copy of the Vienna Convention? Germany, lamenting their Green abandonment of nuclear power, yet multiplies their weapons production, and is upping their human rights standards (ha ha!), which could deny access to their perennial carrot, GSP+, etc. Gasp!

      In the cold steel of economic reality, such obsequiousness demands we only buy overpriced ‘carbon-conscious’ contraptions from them, and don’t make our own machines…

      The import-mafia is the anti-industrialization mafia.

      Meanwhile, the colder reality is: Germans are saying they will soon all take cold baths and turn off lights so as not to have buy more Russian fuel! Even icier it is that they prevent the Sri Lanka state from investing in long-term modern production. And neither does the USA’s IMF, etc.

      The announcement ‘Ideal Motors unveils Sri Lanka’s first home-grown electric car’, once again amounts to handicraft and assembly, meant to divert from the scandal of an anti-industrial high-consumer culture. That this story was repeated in all the media, like UN, World Bank and IMF press releases, shows what the game is all about.

      With capitalist governments enacting draconian laws in their own country, and attacking Russia and China, abroad the political games escalate as the US approaches their autumn (ominously euphemized as ‘fall’) mid-term elections, and the ruling Democrats desperate to shore up support, resort to sensational gimmickry – self-inflicted September 11th being the epitome of such efforts.

      The US is meanwhile secretly pleading with Russia. Africa blames US sanctions for famine. Euro economies are crashing, while expanding war budgets, singing wildly about peace & reconciliation. Our idiot economists are waiting for white export markets to open, and for white tourists and white dollars to come marching in with boots.

• The publicized arrests of so-called Aragalaya activists in full view of cameras, etc, is indeed a curious development. A president is not allowed to board a plane, but ‘activists’ are.

      One ‘activist’, a doctor (aka PaKe), was wanted by police for attempting to burn down parliament Nazi-Reichstag-style. After absconding for days, he was then allowed to conduct video interviews with the media outside the offices of the CID. Claiming he was not evading arrest but sick, holidays and offices were closed etc. Media cameras longingly watched his disappearance through the gates, and dutifully broadcast it to the world.

      This doctor appears to be another ‘leader’ gestated and breastfed in England, with interesting ancestral links to the English planting mafia in Sri Lanka, and England’s Royal Navy (Reader Comments).

A3. Random Notes (‘Seeing Number in Chaos’) _

• This week a Pope scattering apologies but no cash was in Canada, where indigenous women unfurled banners in front of him demanding the Vatican finally rescind the Doctrine of Discovery: enacted in 1452, when Pope Nicholas V issued the papal bull Dum Diversas, which authorized Portugal to conquer non-Christians and consign them to ‘perpetual servitude’. The Pope refused. Suggesting they wish to keep invading…

      Nicholas V’s successors expanded the Portuguese right to subjugate non-European peoples. In 1493 Pope Alexander VI issued the Bulls of Donation to also justify Spain’s claims to the lands claimed by Christopher Columbus’s invasions from 1492. Portugal ignored the Papal Bull, and in 1494 the 2 countries concluded the Treaty of Tordesillas, which essentially divided the world secretly, sending Portugal our way. In 1506 Pope Julius II ratified the Treaty of Tordesillas between the Portuguese and the Spanish by issuing the bull ea quae pro bono pacis and turning the line of Tordesillas into a ‘papal line of demarcation’.

      France and England also used the Doctrine of Discovery to justify their claims on the ‘New World’, while refusing to recognize the Spain-Portugal duopoly in colonial affairs – they protested this division and became ‘protestants!’ Pope Francis refused to rescind the doctrine of domination. So they may wish to invade Sri Lanka just one more time?

Media decides Elections: ‘Hang a halo on a man or fell him with a phrase.’ Editor DB Dhanapala could do that. So it is said. So, who chooses politicians?

  ‘Ask the media?’ the new President challenged an earnest media interlocutor. ‘It is the media who sanctify and choose the country’s leadership.’ He wryly smirked.

      The media chooses, and the media chases them out. That he does not say.

      Who chooses the media, chooses the message. This he does not say either.

      His family owns a sizeable chunk of the media. So does Maharaja. Who burned down the President’s home? And it’s been a year since that older Maharaja died.

      But these families themselves have been chosen. Over the long sentence of this English-ed history.

      Who chooses these families, these oligarchs and maharajas? Unilever? Proctor & Gamble?

      They frame the screens and pages and soundscape. They choose the mighty headlines of their own making. Or more like distorting or diverting.

      Sri Lankans are not allowed to go beyond the saturated onslaught of algorithms that the US has assigned to the media to explain justify ‘regime change’: Rajapakses = Corruption = Chinese = Debt Trap

      Corruption is to liberals and fake ‘marxists’, what original sin is to the Christians. It’s supposed to explain everything from Eden to Armageddon, womb to tomb.

• On 18 May 2022, to lament the LTTE’s defeat in the terrorist war 13 years ago, the US Tamil United Political Action Committee met State Department officials in Washington, to demand a referendum in the Tamil-majority districts in the North-East of Sri Lanka. They also spoke with North Carolina Democratic Congresswoman Deborah Ross, who broadcast the US government should ‘acknowledge Tamil Genocide in Sri Lanka.’ SL Parliamentarians CV Vigneswaran and Sivagnanam Sritharan also zoomed in from Colombo.

      Also 18 May: the Supreme Court of India ordered the release of AG Perarivalan, one of the life convicts in the Rajiv Gandhi assassination case. US lawmakers also ‘introduced legislation to broaden the scope of individuals subject to prosecution for war crimes. The Justice for Victims of War Crimes Act updates the current war crimes statute to enable prosecution of war criminals in the US regardless of the location or targets of their atrocities. The legislation also extends the statute of limitations for war crimes discovered years after they occur. The bill introduced in the House of Representatives, was by Congressman David N Cicilline, senior member of the House Judiciary & Foreign Affairs Committees, and Victoria Spartz. The Senate bill is led by Senators Chuck Grassley, Dick Durbin, Lindsey Graham, and Patrick Leahy.’

      Ross had joined US Congressmen to sponsor Resolution 418 in 2021, also on May 18, the anniversary of the defeat of the Tamil Tigers, which claimed the LTTE as a ‘Tamil independence organization’ and recognized the northeast region as the ‘Tamil Homeland’.

      9 US Members of Congress co-signed a letter addressed to new US Secretary of State A Blinken, looking forward to ‘working with him… addressing human rights in Sri Lanka.’

      Led by Deborah Ross and signed by James P McGovern, Bill Johnson, Brad Sherman, David Cicilline, Danny K Davis, Ted W Lieu, Steve Cohen, and Ilhan Omar. However Ross, Ohio’s Johnson, Illinois’ Davis, California’s Sherman, and Carolina’s Kathy Manning submitted resolution 413, referred to the Committee on Foreign Affairs.

      4 ‘are controversially linked to pro-LTTE elements and have allegations against them for it.’ Deborah Ross leading the resolution, a representing attorney spoke at the Elon University Tamil Genocide Remembrance webinar in May 2020. Former Northern Chief Minister CV Vigneswaran also took part in this. Ross is also linked to the North Carolinians for Peace that covered the pro-LTTE propaganda of the conflict via a plethora of Tamils linked to the University.

• Julie Chung was the US bilateral trade officer for the civil aviation & automobile sectors in Tokyo. At the US Office of Korean Affairs, Bureau of East Asian & Pacific Affairs (EAP), she traveled frequently to Pyongyang, North Korea, representing the US in the Korean Peninsula Energy Development Organization.

      In April 2003 Chung served as Special Assistant for Bureau of EAP to Richard Armitage, Deputy Secretary of State. 2002 Armitage had announced plans for ACSA after meeting with PM Ranil in Washington, with Minister Milinda Moragoda playing a key role in the project. ACSA allows US troops to obtain food, fuel, transport, ammunition (logistics supplies), etc. It was signed in 2007, and renewed in 2017, and is set for renewal in 2027.

      In Hanoi, Vietnam, Chung was made a coordinator for Asia-Pacific Economic Cooperation (APEC). As Deputy Political Counselor in Bogota, Colombia, she was US representative to the Group of 24 (G-24).

      Given Chung’s background in ‘energy’ and regional economic statecraft, it is no surprise that an economic war was escalated against Sri Lanka.

The Vienna Convention, which governs diplomacy, to facilitate ‘the development of friendly relations’ among governments, is no longer force majeure. Recall how these envoys trampled into parliament, which interestingly they did not openly do during the recent interregnum. But trample they do. See the barrage of press proclamations about these majesties’ displeasures at the rule of natives.

      All the white capitals where diasporas usually nest, hear not a roar, except for the occasional whelp of ‘genocide’ – uttered with gall in the most-genocidal settler continents the world has ever known.

US Threatens Asia with Nuclear War – The media and their minions repeat over and over again that Sri Lanka is an arena for ‘big power rivalry’ due to China, and Sri Lanka’s purported abandonment of non-aligned policy. See this week’s news about an approaching Chinese ‘research’ ship by a dubious SL NGO: BRISL (not linked to China at all but seeking to extort funds by provoking India). Such opportune fantasies of course seek to justify the white man’s continuing domination of the ocean – 500 years and counting.

      China’s imagined encroachment apparently justifies even nuclear war. This is the premise of Strategy of Denial: American Defense in an Age of Great Power Conflict by Elbridge A Colby, Deputy Assistant Secretary of War for Strategy & Force Development in 2017 with President Trump. The book instead reveals, ‘how the monopoly capitalist ruling class is preparing the people of the US for what could be a catastrophic world war’.

      Strategy of Denial was published in 2021 by Yale University Press, whose director, John Donatich, is a long-time Council of Foreign Relations (CFR) member. Colby was made a member of the CFR in 2016.

      Despite offering no evidence that there is an actual ‘Chinese policy or strategy for achieving hegemony in East Asia’, Colby’s Strategy of Denial believes they must enhance US dominance in Asia.

      Colby makes up the threat that China could pursue a ‘focused and sequential strategy’ of threatened or executed ‘wars against isolated coalition members,’ starting with Taiwan. He makes up the ‘threat’ because he thinks that is what the US would do if it were China!

      Due to US uncertainty about China’s actual strategy, the US should simply focus on China’s ‘best strategy’ for winning Asia. In Colby’s words, ‘a state’s best strategy does not ultimately depend on what the state’s leaders think it is’ because it relates to ‘objective reality’.

      MoonOfAlabama thinks ‘Colby’s book is not about strategy but about spending as much money’ to maintain US aggression against China. Military generals it seems are mere salesmen for weapons makers.

Sri Lanka, Singapore, & the Politics of Oil – ‘On June 19, Sri Lanka’s Minister of Power & Energy Kanchana Wijesekera informed the media that giving the Ceylon Petroleum Corporation (CPC) a monopoly over the oil industry was a mistake, adding, the government was taking steps to allow multinational oil companies to recommence operations in the country.

      The Minister also insisted that many oil companies had shifted to Singapore after Sri Lanka nationalized the petroleum sector. He explained that Singapore had become a petrochemical hub thereafter.

      Wijesekera suggested that, if we allow companies of oil producing nations to supply and distribute oil in Sri Lanka, we could dethrone Singapore as the petrochemical hub of Asia.

      …Singapore had been [made?] a petroleum trading and distribution location long before independence. Oil was one of the Malay archipelago’s most valuable commodities, after rubber and tin. In the 1800s Syme & Company built a small oil refinery on the island of Pulau Bukom, near Singapore, just off tKeppel harbor. Syme would later become a part of Royal Dutch Shell, today the world’s 7th largest company.

      However, the big oil companies refrained from building a refinery on Singapore island, although Singapore housed sales and fuel distribution centers. The Singaporean government kept on requesting these companies to move in and the companies kept on giving excuses for not doing so…

      September 1960, Minister of Finance Goh Keng Swee established an equal joint venture with Maruzen, a predecessor to the Cosmo Oil Company, Japan’s 3rd biggest refiner. The joint venture was to build a refinery to supply oil products to the Japanese home market.

      Royal Dutch Shell quickly responded and struck an SG$30million deal to build their first refinery… British Petroleum came in in 1962, Mobil in 1966, Shell built another one in 1967, and finally Esso, which went on to become Exxon Mobil, followed suit in 1969.

      …By 1974 Singapore had 5 refineries which could produce 1.2 million barrels a day; oil products accounted for nearly 40% of the country’s total exports. It had become East Asia’s main refining center.

• The World Bank is forcing national carrier SriLankan Airlines (SLA) to pay off its debts, before selling off all its operations. On July 27 SLA said it paid full interest on its US$175mn bond due in 2024, using company funds. Yet Fitch immediately piped up, this will have no effect on its bond ratings!

      Contrary to the media propaganda SLA brings in $1billion annually. SLA’s catering and ground services are all running at a profit, and the WB wishes to sell them off as well. The government is now being forced to absorb the losses, while foregoing the profits SLA makes. SLA should NOT be privatized!

      Sri Lanka would lose enormous revenue by letting other airlines carry migrant workers and tourists, in and out of the country. Further, we keep depending on the whims of tourist operators directing their leisure seekers, and the wiles of moneychangers to direct migrant workers’ remittances, which have caused tremendous repercussions.

      The dangers of deregulation and major privatization grow more evident: ‘Technical snags and emergency landings’ have undermined India’s privatized aviation sector (ee Industry).

B1. Aragalaya Pushing State towards Anarchy – Wimal Weerawansa to Gagani Weerakoon

Independent MP Wimal Weerawansa yesterday (27) said in Parliament, there is a conspiracy to take the State towards anarchy in the guise of ‘Aragalaya’ and that attempt should be defeated.

      Weerawansa made these remark during the debate on Emergency Regulations:

‘The country has reached a critical junction at this moment. Everyone knows we voted for MP Dullas Alahapperuma in the poll to elect a President, with the other opposition parties in Parliament. However, that election was won by Ranil Wickremesinghe. If Alahapperuma won, we could have established an All-Party Government. We proposed an All-Party Government for the first time to former President Gotabaya Rajapaksa on 8 April. But, he did not accept it.

      To solve the current crisis situation, the administration should be recognised by the people. It should have validity. The current administration does not have the approval of the people. However, this administration is legal. It is established according to the Constitutional framework, he noted.

      Owing to the hardships caused mainly by the economic crisis, 100,000s of people gathered in Colombo to send the former President home. Following that mass-scale protest, the former President stepped down peacefully. This Aragalaya was started under the banner of Gota Go Home. The society accepted it because of the hardships they have to go through. But what has happened now? Even when Gota has gone, this Aragalaya still continues. What is the point of this?’ he queried.

      Now these so-called protesters demand Ranil Wickremesinghe to go home. What are they doing? Are they going to demand everyone who is appointed as the President to go home? When will it stop? The easiest way for them is to make it clear about who they want as the President, Then we can make that person the President, Weerawansa stressed.

      Why are they doing this? Don’t they want to see the country is breathing freely? Don’t they want to find solutions for the economic crisis? We too have problems with the current administration. It is true that we do not agree with some of its conduct. We can deal with them in a different way. But this ‘Aragalaya’ is trying to portray the country as another Libya by giving interviews for the international media every day.

      I am not condemning the genuine grievances of the people. I am not condemning the efforts of youth of this country who want a system change. But this is an attempt to destroy the State. It should not be allowed to happen. It does not matter whether I am in the government or the Opposition. I would not allow that to happen. I do not want Minister Posts from Ranil Wickremesinghe. Such posts are not valuable for me. But the State is valuable for me. I need my State.

      They occupied Presidential Secretariat, President’s House and Temple Trees. Are these attempts peaceful? How can anyone say these are peaceful? Even after that some group wanted to occupy Parliament. The security forces prevented that sinister attempt. What would happen if they occupied Parliament on that day? Those people mercilessly beat soldiers. Our Army is one of the best armies in the world. You can check it with UN Peacekeeping Mission. Even after the attack against them near Parliament, the Army behaved professionally. The so-called strugglers should not take that patience as cowardice.

      I will tell you what is happening now. First they burned down houses of 73 MPs and emotionally blackmailed and mentally intimidated them. They did the same for clergy, artists and the Police as well. If a suspect is arrested and produced before the court, 100s of lawyers go to the Court. This is an indirect intimidation on the Judges. They might think, If they do not give a favourable verdict, the next arson attack will be on their houses.

      If these so-called strugglers occupied Parliament on that day, will there be a State? After that they only have to occupy the Supreme Court building, SLRC, ITN. They will then say everyone should dance according to their tune. Is this what we really need? I thought we need to overcome the economic crisis, not these unnecessary dramas. Even if we are in the Opposition we have a responsibility to do our part for the country to solve the current crisis,

      Following our discussion, top-level officials at a Russian oil company visited Sri Lanka. They had discussions with Energy Minister Kanchana Wijesekara and the CBSL Governor. They left the country on 9 July. After seeing some videos filmed inside President’s House such as the people having baths in swimming pool, they told us they understood the attitude of Sri Lankans. I did not reply to that comment. What can I say? This is the image that the international community has of us now.

      That Russian Company has sent a MoU. Now we have to say whether we agree with the MoU. If we agree, then they would send us an Operational Agreement. We can obtain fuel for a lower price than the global market from them. But, an official of the Legal Division of the CPC has informed in writing, it is dangerous to agree to the MoU without screening the legality of this oil company. This is a loan from the Russian Government. Why are we checking the pedigree of the company that comes in our aid in a crucial time like this? This is not the suitable time for that.

      If we try to carry out our personal agendas, we will not allow such a deal to happen, as if we sign this agreement with Russian company the fuel shortage might come to end and the government will be stable after that. That is how many think. But we are not like that. We do not want to destabilise the country. We do not want to ruin the State. I told this to the current President as well. However, it seems that some people are trying to block that attempt.

      It is very clear that some external force is trying to use Sri Lanka’s economic crisis to destabilise the State. Everyone should understand that. They use the genuine agitations of the people as a cat’s paw to carry out their own sinister agendas.

      National State has both pros and cons. The State gives us free education and free healthcare. There are cons too. But the State should be stable before doing anything. It is a crime to attempt to destabilise the State. Countries like Sierra Leone and Haiti made that mistake and now the people in those countries are suffering. I saw some people in ‘Aragalaya’ have gone to the UN and request international intervention. TNA MP Sritharan has asked for a foreign army to occupy North and East. If this continues, Siritharan will come in front of army camps in the North and demand the troops to abandon the camps. Then they will go to religious places like Kuragala. The whole country will fall into anarchy if this situation continues.

      MP Amarakeerthi Athukorala was killed in broad daylight. He did not do any wrong. We can understand the suffering of the people, so we can bear such incidents. But we cannot simply stay and watch the attempts to destabilise the State.

      There was a movement called ‘Yellow Shirts’ in Thailand. It was an endless struggle just like the one in Sri Lanka. If you search, you can find that a Bar association was behind that movement too. The US provided funds to the struggle through that Bar association. I would like to present a document… about an organisation called NED attached to the CIA. It was initiated in 1983. This organisation is working in about 100 countries. This organisation has given colossal amounts of grants to several Sri Lankan organisations. Some of those grants have been used through the Bar Association of SL. Now you can understand. They are emotionally blackmailing us. They even can attack us after this revelation. But we cannot surrender to such attempts.

      Also, some persons are trying to intimidate the military. I saw a video: a young person screams at a soldier that Prabhakaran was better than the Sri Lankan military. How can they say such things? The SL Army serves the people in every difficult situation. Why do these people try to mentally intimidate the military like this?

      I listened to the speech of Field Marshal Sarath Fonseka. He ordered the army not to attack the protesters. He ordered the army not to do anything. Is he saying, if the so-called strugglers occupy Parliament, military should simply watch such attempts? They are not strugglers, but anarchists. We have to face these anarchists strongly.

      However, if the government use the Emergency Regulations to suppress the rights of the civilians, we will vote against it next month. I know our votes are not crucial to pass the Emergency Regulations. But we have to stop this crime of destabilising the State. We will not be a part of that crime. That US organisation I told you about has provided money to many organisations in SL. Some Youtubers have been also funded by them.

      Representatives of the Russian oil company had passed by Galle Face. They told, the same thing happened in the Ukraine too. Thousands of people gathered at a park to chase away the President who had friendly ties with Russia. They said the US Embassy in Ukraine funded those protesters, the US Ambassador is above the President of SL. I think that is correct because former President Gotabaya Rajapaksa used to meet the US Ambassador at least thrice a week. The Ambassador emotionally blackmailed the former President. He did not take correct decisions at the correct time. At the end, he did not receive any support from foreign countries.

      Majority of people do not want to chase away everyone who becomes the President after Gotabaya Rajapaksa. It is a need of certain persons who are funded by foreign forces. Therefore, I think the current President should work to gain the trust of the people. For that, an All-Party Government must be established.

      We have already presented our proposals for an All-Party Government. Everyone needs to act with responsibility at this critical juncture. We should not let Sri Lanka become another Libya. The youth who genuinely want a system change should not allow the anarchists to win. I saw on social media, the method used to arrest the person who forcibly entered into SLRC is wrong. That person stopped a Poya Day program broadcasted on Rupavahini. Is that correct? I do not have anything against the youth who are honest and took the streets because of the genuine agitations. But persons like the one who stormed into SLRC are not in that category. The honest strugglers should not be deceived by such persons.

      Also, a leader of a political party had said, rule beyond the current constitution should be established. This is their plan. What will happen if this becomes a reality? The State will be collapsed. The anarchists will rule the country. There will be no law and order. I would like to make a request to the Police and Armed Forces: You should protect the State. You do not have to protect us. Do not let the anarchists destabilise the country. We are with you in that mission.’

B2. Time for New Solutions for Sri Lanka: Fight for Private-Creditor-Debt Cancellation

…There is now an opportunity to reinvent how countries like ours recover from crippling debt & re-emerge as healthy, functioning economies

      Sri Lanka has external borrowings of over $50billion (60% of GDP) that it cannot service. Crucially over 40% is to private creditors, many charging predatory interest rates. The loans from multilateral institutions (over 20% of external debt) and bilateral arrangements (30%) are on more concessionary payment terms.

      The traditional solution, to turn to the IMF, will likely result in crippling austerity measures and the selling-off of our national assets & resources, leaving us even less able to revive our economy on our own steam. This is unacceptable and I would suggest not inevitable.

      Sri Lanka is not the only country in this position. It is the canary in the coalmine. The pandemic, the war in Ukraine and resulting inflation have hamstrung several nations in the global South, who may soon be facing their own disasters. The instability this will cause will be detrimental to global politics and economies writ large. Problems like these are not isolated and do not stay put. They travel, taking their consequences with them across the planet.

      The solutions to these troubles are as unique & complicated as each individual country, but what they all share is some measure of debt cancellation & delayed or restructured repayment. I am not suggesting Sri Lanka default on its external loans to other governments or multilateral institutions.

      I am suggesting that, instead of thinking in the short-term and selling off our assets, the very things that could be used to revive the economy, we declare null & void the remainder of the debt to extortionary private lenders, and create a plan for how Sri Lanka’s people and resources can work to revive the economy and repay those restructured multilateral loans and bilateral loans from our allies. Taking a genuinely non-aligned position in the geopolitical battles between larger nations is a prerequisite to request assistance from across the world.

      The benefits to this are myriad. First and foremost, it gives Sri Lankans a chance at long-term independence and prosperity, and shields against climate change. There have been 16 rounds of standard IMF bailout packages since 1965 and they have all failed to deliver sustainable solutions. The current model of prioritising benefits to lenders rather than local populations is wrongheaded and it simply doesn’t work.

      The IMF should bail out people, not accommodate corporations. If they did, the people would, in time, be able to pay back their loans. Sri Lanka is rich in resources and assets which can be leveraged to create a booming economy. The issue is not insolvency, it is illiquidity.

      Secondly, we must take a progressive stand against the ability of exploitative private creditors to make deals with corrupt leaders who ultimately are not held responsible for the outcomes.

      By including private creditors, such as world’s largest asset manager, BlackRock, in IMF debt restructuring negotiations, they are being [after already raking in obscene profits, even further – ee] rewarded for their destructive lending practices, and encouraged to continue, causing generations-worth of economic damage to struggling nations. Sri Lanka should default on loans to predatory private creditors, and it should do so jointly with other low-income countries.

      Yes, the lenders will sue. There is no international court that can force countries to pay them back, but the loans are subject to the laws in which the lenders are based, most often New York and London, and they may pursue claims to overseas assets. This is our opportunity to mobilise for greater economic fairness and to campaign for changes to these laws for the better.

      Currently countries in economic hardship do not have the bankruptcy protections granted to businesses. If the owners of a company that cannot pay its bills can be shielded from its creditors to avoid destitution, then surely a country that supports the lives & welfare of millions of people should be entitled to the same protections.

      If low-income countries default together, we shine a light on this issue and put pressure on the US and English Governments to enact legislation that will protect distressed governments. The change required is systemic and necessitates that we stand together and that new models work for the people. Yes, this will be a fight, but a fight worth engaging in, and one in which there will be support from around the world.

      Debt cancellation is not a fairy tale. It can and has happened, to greater and lesser extents, and it can happen for Sri Lanka, but the call needs to come from the people. The current Government will not engage in this type of structural change without pressure. The people need to demand it. They need to demand fairness and the opportunity to thrive.

      Debt cancellation in these circumstances is justice. I would encourage every Sri Lankan, and every citizen of countries in similar straits, to consider the idea. Talk about it with your friends and family. Discuss it within Sri Lankan civil society. Demand that our leaders fight for it. The diaspora wants to help and will speak up within their countries calling for their governments to support these ideas. If Sri Lankans ask for it, organisations like Debt Justice UK, Asian Peoples’ Movement on Debt & Development, Jubilee USA, and others, can support the fight.

      The whole planet is in recovery mode. Now is the time for large-scale change based on reframing what economic justice looks like. Debt is not a moral issue.
