India & US Officially Take Over Sri Lanka’s Economy

Before you study the economics, study the economists!

e-Con e-News 13-19 March 2022

On US Sanctions:

This… introduces between nations another umpire than arms.

It would relieve us too from the risks & horrors of cutting throats.

– Thomas Jefferson, US Secretary of State, 1793, while England was blockading France

during the French Revolution, and the US was about to invade Algeria…

War? No, not war but something more tremendous than war… an absolute isolation…that brings a nation to its senses  just as suffocation removes from the individual all inclinations to fight… Apply this economic, peaceful, silent, deadly remedy and there will be no need for force. It is a terrible remedy.  It does not cost a life outside of the nation boycotted, but it brings a pressure upon that nation which, in my judgment, no modern nation could resist. – US President Woodrow Wilson, 1919, while the US, England and over 15 countries were invading the Soviet Union after its 1917 Revolution

US-IMF control and ‘sacrifices’ are being demanded by capitalists, their media and their economists! Do they mean sacrifice themselves? No! After 16 failed IMF nostrums, they are setting the stage for further decades of fake riots & fake wars with real bodies. They wish to annihilate more generations, to maintain this underdeveloping import-export plantation fraud. Both England and Canada this week threatened us, with ‘terrorism advisories’ against traveling to Sri Lanka. This ee looks at fate of the ‘civilized’ Cherokee in the Americas, who after centuries of white invasion, thought they’d make a deal with the devils! (see ee Focus)

Another destroyer: USS Fitzgerald slunk into Trincomalee harbor this week. No news on whether this craft, named after a US war criminal in Vietnam, has left. They may strike up the band for US Political Undersecretary Victoria ‘F the E’ Nuland’s triumphant entry to survey their ‘suffocation’ of yet another popularly elected government.

Several Indian, Japanese, German, French and other warships bristling with weapons of megadeath have been splashing in and out of Colombo, Trincomalee and Hambantota’s coves. This ee takes a quicky peek at oceanic piracy (known as ‘free trade’) as practiced by the English and the US. European invaders, over 500 years, after they blockaded our ports, our country trade (cutting off wider Asia & Africa).

Our shallow economists love the white ‘free trade’ prattle. England declared ‘free trade’ only after imposing colonies, using a merchant navy & a powerful war navy to guard their trade fleets, implanting maritime bases across the world to provide fresh supplies and repair, promoting underdevelopment to grab raw materials for their industrial production, and turn us into a consumer market for their finished goods. The US followed suit. This ee looks at their ‘Heartland’ & ‘Rimland’ theories of world domination. They covet Gokanna – Trincomalee in Sri Lanka, centre of the maritime world (ee Focus).

• If steel is the rice of industry, fuel indeed cooks the rice! Fuel is our largest import expenditure. So who created this so-called power crisis? Look at the roads, to see how these dollars are luxuriously burned up. ee keeps reminding how Anglo-Dutch Shell and Pearson destroyed DJ ‘Laxapana’ Wimalasurendra’s dream of energy self-sufficiency. And now? The Island this week admits that India is determining Sri Lanka’s energy policy:

‘The bottom line is that Sri Lanka’s fuel pricing formula is in the hands of India. That is the unpalatable truth. Obviously, there is no mechanism to ensure that upward or downward revisions of fuel prices are decided through consultations. Instead, a foreign power can take that decision on our behalf. In other words, Sri Lanka’s Energy Minister now is actually former Indian foreign service officer & ‘one-time distinguished career diplomat’ Hardeep Singh Puri, who had served the Indian High Commission in Colombo during the explosive 1984-88 period when Indian-trained terrorists waged war against Sri Lanka.’

Sri Lanka’s High Commissioner to India Milinda Moragoda met with India’s Minister of Petroleum & Natural Gas Shri Hardeep Singh Puri on 10 March – the day India’s Oil Corporation LIOC ‘announced staggering price increases in petrol and diesel that caused turmoil in Sri Lanka’. India then offered $1billion to buy more Bajaj 3wheelers, Tata guzzlers, and oil (they’ll also import from Russia!). Moragoda is local founder of the oil monopolist Rockefeller’s Exxon-linked Pathfinder Foundation, which has long pushed the Sri Lankan government to submit to the IMF. Pathfinder also holds innumerable seminars on Indian Ocean ‘security’. (Random Notes)

• President GR has added corporatist academics and executives to assist his new Economic Council. The ball is in the private sector’s court: We could make it or break it – echoes one panglossian headline (ee Economists, Molligoda). The President’s advisors are from ye olde plantation agency houses, and related pinstripe-mafia accounting houses. These executives hail from such thieves as Unilever, Hayleys, Keells, Brandix, Dialog, Cargills, Combank, Sampath, EY, PwC, and related tail waggers of multinational corporations. Will the trains run on time by running over half the passengers? Will the lights come on but no one will be home, or perhaps hiding under their donkey beds?

Perhaps the President feels it’s better to co-opt a criminal and most-corrupt private sector that monopolizes national resources, rather than having them running wild? On the other hand, it’s this import mafia that has brought us to this sorry pass.

• What’s a leader to do? When nationalists do not know that the solid basis of modern nations is in modern industrial (machine-making) production. When our socialists do not know the difference between utopian, romantic petit-bourgeois socialism & scientific socialism. Capitalism is not about handicraft, manufacture & assembly, but machines making machines? Capitalist media refuses to even start such a national conversation.

• ‘America!’ – is what the whites call those stolen lands. And ‘Americans’ – is what slaves call the white settlers imposed on those Americas. Their genocide is declared a global success-story for enslaved and colonized minds and bodies. Ex-president Don Trump put back photos and busts of US President Andrew Jackson and Winston Churchill back in his Oval Office in that whitest of houses. Images that the whitest US President ever (the ‘liberal’ Obama who destroyed Libya, Syria and Yemen) had chosen to hide away. So who is or was Andrew Jackson? Jackson augurs the second coming of Trump or someone like him, representing the ‘cross-class’ settler alliance behind their Capitol Hill ‘riots’ and more recently Ottawa’s ‘convoy’ (ee Focus).

• The US embassy this week promised millions for ‘performing arts traditions’: 1) Kandyan Kohomba Kankariya dance, 2) Northern and Eastern Province Tamil Koothu dance drama, 3) Adivasi rituals from Eastern Province, and 4) dance-drama rituals from Southern Province Kolam tradition.

Performing? Dance? Drama? The Yankees of course aim to neutralize such therapeutic traditions that once reinforced village and national solidarity. Subversion of such solidarity may be traced to England’s imposition of coffee and tea plantations on the confiscated lands of montane Sinhalé in the 1830s, employing the US slave system, trafficking unfree workers here from South India, to further subjugate the resistance, destroying village irrigation systems.

The 1830s was when US President Andrew Jackson’s settler armies were invading more original people’s lands, to impose cotton plantations on the US South, driving the Aniyvwiya (Cherokee) away down ‘The Trail of Tears’.

The Aniyvwiya had, after centuries of genocidal war, been proclaimed as one of the ‘5 Civilized Tribes’. ‘Civilized’ because they adopted the ways of the white conquerors, and were supposed to be more advanced than their fellow original Americans. Some became Christians, spoke English. They had their own ‘economy’, with their own-language newspapers. In 1830, the US Congress imposed the Indian Removal Act, forcibly relocating ‘American Indians’ east of the Mississippi to a new Indian Territory (Oklahoma). Now they’re totally divided, with whites – Pretendians! – claiming the right to choose who is Cherokee!

A2. Quotes of the Week__

• ‘India now exercises the right to intervene here by way of revising fuel prices. Lanka India Oil Company, set up base here in 2003, is affiliated to the Indian Oil Corporation that comes under the purview of its Ministry of Petroleum & Natural Gas. One-time distinguished career-diplomat Hardeep Singh Puri, who had served Indian High Commission in Colombo during the volatile 1984-88 period when Indian-trained terrorists waged war against Sri Lanka, is India’s Minister of Petroleum & Natural Gas and Housing & Urban Affairs. Rightly or wrongly he was then suspected to be involved in much more than diplomacy by especially those who saw how he & his wife lobbied certain key journalists behind the scenes, and the clout they wielded.’ – ee Sovereignty, Intervene

• ‘If ISBs are the main source of external debt (not bilateral or multilateral loans), then it’s the trade deficit (not corruption or infrastructure) that lies at the heart of the debt crisis. This makes for less-sexy headlines and political slogans, but it’s the truth.’ – Shiran Illanperuma, Twitter

• ‘Private businesses need to walk the talk and focus on increasing local production, value-added agricultural products (a proper land-use plan for optimum utilisation of land and human capital is needed), start import substitution industries & manufacture, software development for export markets and improve their BOP/ICT businesses – this is the way forward for economic development as long as the benefits would be trickled down to the bottom of the pyramid people.

Can we afford excessive use of imported goods, including crude oil, gas, chemical fertiliser, etc? It’s high time we put a stop to blame culture – instead, serious R&D work has to come in.’ – ee Economists, Molligoda

• ‘The government of the Father of the Nation preferred colonization to industrialization on the apprehension that industrialization would lead to organized labor which would support the Left movement. In 1944 the State Council had resolved to launch a State Project of Industrialization in Ceylon. In the same year there was the Industrial Corporation Bill, and JR Jayawardene moved a motion in the State Council for the preparation of a complete ‘plan for industrialization’. There was a firm bipartisan consensus on industrialization with a different emphasis on ownership. DS Senanayake was a prime mover of the ‘plan for industrialization’. The decision makers did not recognize the plain fact of the need to increase exports and reduce the trade deficit to stop the depreciation of the rupee. Industrialization would have been the way out. At the same time Colonization did not achieve food self-sufficiency either. After the introduction of the PL480 flour a substantial percentage of food sufficiency has been met with imported flour.’ – ee Economists, Kulatunga

• ‘Then US Secretary of State John Kerry’s boastful public declaration in 2016 how they funded Sri Lanka’s Opposition at the 2015 national elections (presidential & parliamentary polls in Jan & Aug 2015, respectively) and similar stunts in several other countries. The Election Commission never inquired into the matter of the US interference in Lankan polls after openly boasting of it, even though the issue was raised both in and outside Parliament. The writer personally raised the US interference with the previous 3-member EC, headed by Mahinda Deshapriya, but the outfit always sidestepped the issue. Even the EU Election Observation Mission sidestepped the issue.’ – ee Sovereignty, Election Commission

• ‘Various Sessional Papers on Constitutional Reforms reports of the Donoughmore Commission Report (1928), the Soulbury Commission Report (1969) and on Police Reforms such as the Soertz Police Commission Report, Basnayake Police Commission Report(1970), Subasinghe Committee Report (1978) and Jayasinghe Committee Report (1999) give a detailed account of the gradual encroachment of the system by the MP – first in matters of transfers, promotions etc and then going even to the extent of interfering in police operations like Criminal Investigations. The 3-man Committee headed by Mr WT Jayasinghe, former Secretary to the Ministry of Defence (1995), was the last committee on Police Reforms.’ – ee Security

By the colour of our skin, our religion, our culture, our geography, our political economy, we will never be accepted by the West as ‘one of us’. Do not be mesmerised by promises of equal partnerships. Look at the US’ track record – selfish, cynical and ruthless in the pursuit of its interests.’ – ee Sovereignty, India Should Quit Quad Now!

• ‘However, electronics and electrical goods became by far the largest single source of manufacturing employment and output in Singapore. Production depended virtually entirely on foreign MNEs, especially from the US. By the beginning of the 1970s Singapore had the lion’s share of offshore assembly activities of the US and European semiconductor industries, 29 just as in the late 1980s it accounted for at least half of world production of disk drives.’ – The Economic Growth of Singapore: Trade & development in the 20thC, WG Huff

• ‘During a US Senate Committee on Foreign Relations hearing Tuesday, Sen Marco Rubio (R-Florida) asked Victoria Nuland, UnderSecretary of State for Political Affairs, about the existence of US-funded biolabs in Ukraine. Rubio, who appeared to be lobbing up what he thought was a softball for Nuland to rebut Russian disinformation, asked, ‘does Ukraine have chemical or biological weapons?’ Rather than simply saying no, Nuland replied, ‘Ukraine has biological-research facilities, which, in fact, we are now quite concerned Russian forces may be seeking to gain control of. So we are working with the Ukrainians on how they can prevent any of those research materials from falling into the hands of Russian forces, should they approach.’ – ee Sovereignty, Biolabs

‘One of my most reliable guides to finding subjects to write about in these essays is to see what crimes the West is committing. It’s a very good bet that Russia will [instead] be accused of them. If the US ‘accidentally’ destroys an MSF hospital in Kunduz, then Russia must be routinely and intentionally bombing hospitals in Syria; if AUS officials pick the future PM of a foreign country, then Russia must be doing it more often and bigger; if Washington condemns reporters on dodgy evidence then Russians must do worse things. Likewise, Western deficiencies are minor at home but huge in Russia. (Admittedly it’s getting harder to say that – especially with the West’s dismal situation with Covid-19 but that doesn’t stop the trying: ‘US takes the top spot on Bloomberg’s Covid Resilience Ranking as vaccine rollout speeds up return to normal.’) And so on: it’s all projection to deflect your attention. It’s a simple rule that works either way: see what they’re accusing Russia of and it’s a pretty good bet…[to] expect Russia to be called worse and, if at all possible, twisted to all be Putin’s fault.’ – ee Media, Propaganda

A3. Random Notes (‘Seeing Number in Chaos’)_

• From Parippu to Puri: India’s Petroleum Minister Hardeep Singh Puri, implicated in training the Tigers and other terrorist groups, was discussed within an extensive Island article on the ‘National Celebration of Voters’ held at Galadari Hotel, Colombo, March 11. The article questioned why the Election Commission refuses to examine blatant US (let alone EU, English, Indian) interference in Sri Lanka’s elections.

Attorney-General Sanjay Rajaratnam, PC, was among the voter-celebration invitees. The Supreme Court (SC)  recently dismissed the fundamental rights petitions against the Yugadanavi sellout (involving the sale of 40% of Treasury-owned shares in the power station, to US-based New Fortress Energy, which will also hold a monopoly on LNG supply, thereby controlling access to any energy resources found here). ‘The SC didn’t give an order but stated the submissions were considered and leave to proceed refused. The SC didn’t give reasons at all, though the case was heard for several days. When making submissions A-G Rajaratnam said, the court should maintain harmony with the executive.’

Such power being handed over to multinationals also recalled the few dollars pittance handed over to the maimed survivors of the US Union Carbide disaster, a compensation upheld by the Indian Supreme Court, whose then-Chief Justice PN Bhagawati was sent to champion peace in Sri Lanka, and avoided discussing his ruling protecting US Union Carbide. Last week ee reported how India’s SC has even given UN diplomatic immunity to World Bank’s International Finance Corporation, which is steadily taking over local banks here.

A few hours after the National Voters Day celebration, India’s LIOC announced ‘staggering price increases in petrol and diesel that caused turmoil here’, even as Sri Lanka’s High Commissioner in New Delhi Milinda Moragoda was meeting Petrol Minister Puri to ‘establish long-term strategic ties in the petroleum, oil, gas and related logistics sectors’. The SL government then meekly increased fuel prices at midnight on March 11 following LIOC price revisions… Moragoda, grandson of interdicted Central Bank governor NU Jayawardena, sleeps deeply in the pocket of the Rockefeller Oil Monopoly. (see ee Sovereignty, India Exercises)

• The Foreign Minister is shown, earnestly bending his collapsible backbone, to listen to the white ‘Core Group’ lecture us on ‘human rights’. Listening to the wildest beasts and mass-murderers the world has ever known. Last week, these envoys were ‘celebrating’ women with CBK! This week, white envoys were shown demanding we boycott Russia etc. Why do we allow them to raise their heads, let alone why do we have to listen, let alone answer interrogations by the English or any white man or woman? The UN and its lawless committees have been hijacked by NGOs, which are fronts for the white countries, to undermine the majority power of the world. So why do these leaders listen, and why do we have to hear about this white charade?

     1) Our ‘leaders’ and the oligarchy hide their money in white countries; 2) The ‘liberal’ whites allow this, and knows all about all their dealings & ‘dirty’ habits, and thus, ‘whitemails’ them; 3) Not just Sri Lankan leaders, but Arabs, Indians, perhaps even Russians and Chinese. The latter are however powerful industrial countries, known for arresting/executing those who undermine their economies: shooting the chickens, to scare the monkeys!

All this talk of human rights and Geneva is a great diversion from Sri Lanka’s continued underdevelopment, and the white capture of our home market to prevent modern machine industry in our country. Our scholars are paid to ignore what modernity is all about.

The urgent need of the hour is not to cast blame but for people, parties, especially peasants & workers, to all come together, to implement a national/industrial plan to deal with a national crisis

Crocodile Capitalists are shedding fake tears about a lack of dollars and foreign-exchange reserves. But anybody can easily witness the foreign reserves of Sri Lanka: dollars paraded on the roads and in the garages of houses, hotels and malls. The oligarchy has no fear about showing off these stolen dollars, and the government is supposedly powerless to collect them collectively or by force.

Check those queues by petrol sheds: obscene gas-guzzling SUVs etc, always only one person per car, wasting precious petrol on AC, all spreading fumes while waiting! The English here in their ‘World War’ against Japan, restricted imports & fuel, asking: Is your journey [or AC] necessary??

• If stabilizing the exchange rate is our most urgent need, the government can abolish the ‘Black market’ shops exchanging money – the so-called Undiyal and Hawala systems that the US once claimed were conduits for funding terrorism. Such shops were on the doorsteps of the Police Fraud Investigation Bureau (now at a nice new office on Elvitigala)! The political-business class will never allow such action. They use these ‘channels’ to export their assets out of the country. Their economists don’t call it ‘Black market’ (really white market!) but call it the ‘kerb market’ How can we truly curb those blood-soaked US dollars?

Notice how the US World Bank’s Transparency International has muttered not a word on the fraud of the multinational corporations’ transfer pricing, under- & over-invoicing business. The pinstripe mafia (E&Y, PwC) are now openly advising the President’s economic policy. He should ask them to come clean!

• Soft Tools of Empire: From Miss World to FIFA to Netflix to you name it, all of imperialism’s ‘soft powers’ are in lockstep to war against Russia, and the world. The US considers ‘soft power’, as combining 1) the US’s destructive military machinery, 2) industrial machinery, 3) Foreign ‘aid’, NGOs, UN, businesses, cultural institutions such as Hollywood, so-called social media, etc.

Fake Humanitarian Relief – March 16: ‘One of Italy’s largest trade unions has called for a protest outside the Pisa airport on Saturday, after receiving a tip from some employees that Ukraine ‘relief’ flights were transporting weapons and ammunition, not food and medicine. Workers at the Galilei airport refused to load one of the cargo flights advertised as carrying humanitarian aid to Ukraine.’

Germany on Nuclear Warpath Now – March 17: ‘Germany will buy 35 Lockheed Martin-made F-35 fighter jets to replace its aging Tornado jet fleet, which are the warplanes Berlin can use to deliver US nuclear warheads that are stored in the country. Germany stores about 20 US B-61 nuclear gravity bombs as part of a NATO nuclear sharing agreement.’

B1. England & the US took over the Seas & Skies & Declared Free Trade

US Admiral Alfred Mahan defined the US maritime doctrine and sealed its imperialist destiny. Mahan’s The Influence of Sea Power upon History, 1660-1831, published 1890, was the most influential work of its time in matters of military strategy and foreign policy. Mahan had been struck by the growth of England’s power thanks to its navy and he insisted on the need for the USA to develop a powerful war fleet.

Indeed, the English had succeeded in having at once a prosperous external trade that enriched them, a flourishing merchant navy to carry out that trade, a powerful war navy to see to the defense of the trade fleet all around the world, a series of maritime bases where the ships could obtain fresh supplies or be repaired, and finally a continental Empire which provided the raw materials needed for manufacturing and constituted a market of consumers for finished products.

These 5 elements seemed to Mahan both complementary and indispensable to ensure US power and prosperity. Without them, the US would lag behind in the drive for global ascendancy. The US thus had to take a leaf out of the English book.

With the support of Secretary to the Navy Benjamin Tracy, influential senator Henry Cabot Lodge, and Theodore Roosevelt, Mahan succeeded in providing the US with an impressive war fleet in record time: in 1898, during the Spanish-American War, the US Navy had f5 battleships; by 1900 it had the third-most powerful navy in the world; and by 1908 the second. The US had perfectly integrated Mahan’s first lesson:

‘Maritime power relies first and foremost on trade, and trade follows the most advantageous routes; military power has always followed trade to help it progress and protect it.’

After the experience of WW1, which allowed it to accede to the rank of major international power, after its decision to go back to an isolationist policy, and after the 1929 crisis, the US withdrew from the forefront for about two decades, until the growing strength of an increasingly ambitious Japan awoke its geopolitical interests in Asia, a zone it considered should be under its influence. And that, at a time when Germany had given herself to Hitler and his thirst for revenge.

That was when the US resumed paying close attention to geopolitics. In the early 1940s the US rediscovered the theses of the great English geopolitician Halford Mackinder, whose theories have inspired the geopolitical vision of the US up to now.

Dominating the Heartland (Russia) to Dominate the World – Like his German colleague Karl Haushofer, Mackinder believed in Anglo-Saxon racial superiority and in the importance of its civilizing mission regarding other peoples. Two historical events had contributed to his way of thinking: the Boer War (1899-1902) and the Russian-Japanese war of 1904. It was in that year that Mackinder published his seminal article, ‘The geographic pivot of history,’ in which he defined his theory of the Heartland.

Imitating Friedrich Ratzel, Mackinder thought that the world had to be viewed from a polar perspective, not a Mercator projection. The planet would thus be observed in its entirety, from which would distinctly be seen emerging a ‘world island,’ the Heartland (covering 2/12th of the Earth, and composed of the Eurasian & African continents), ‘peripheral islands,’ the Outlying Islands (or 1/12th of the Earth, America & Australia), with a ‘world ocean’ occupying 9/12th of the planet.

To rule the world, one had to control that Heartland, the huge plain stretching from Central Europe to Western Siberia forming a crescent over the Mediterranean Sea, the Middle East, South Asia, and China. He illustrated his thesis by evoking the great waves of Mongolian invasions of the 13th and 14th centuries led by Genghis Khan and Tamerlane. According to him, the Ukrainian Plain represented at that time the space of mobility par excellence allowing rapid invasions by means of the cavalry.

In fact, Mackinder’s formula can be summarized thus: ‘Who holds Eastern Europe holds the Heartland, who holds the Heartland dominates the world island, who dominates the world island dominates the world.

He had taken up the motto of the great English navigator Sir Walter Raleigh, who had been the first to say: ‘Who holds the sea holds the world trade; who holds the trade holds the wealth; who holds the world’s wealth holds the world itself.’

In 1940 the USA’s Nicholas Spykman, adopting and adapting Mackinder’s theses, developed the concept of Rimland: ‘Who controls the Rimland governs Eurasia; who governs Eurasia controls the fate of the world.’

He exposed his theses in his 2 books, American Strategy in World Politics, published 1942, and The Geography of the Peace, 1944, after his death. According to Spykman, the world can be divided into 3 parts: the Heartland, a zone enclosing Eastern Europe and Russia, considered as the center of the world; the Rimland (or inner crescent), a region composed of Western Europe, the Near and Middle East, and the Far East; and the offshore continents (the outer crescent), meaning the rest of the world, England, Japan, Australia, South & North America, and Africa.

Spykman ‘stamps as obsolescent the idea of an invulnerable Heartland, totally called into question by the growth of the air weapon. Conversely, he asserts the determining role imparted to the Rimland, ie, to the intermediate region between the Heartland and the riverine regions. It is this Rimland that has become for him the pivot-zone Mackinder identified previously as the Heartland.’

Politically, Spykman thought it was impossible to create a world community around the same set of values. That was why peace could only be obtained through application by one country of a foreign policy efficient enough from a security point of view to minimize the risks of aggression by other countries: ‘Security being first and foremost based on the defensive strength of a country, the latter must maintain its armed forces in times of peace if it wants to be militarily efficient in times of war.’

This vision of geopolitics crystallized the balance of power opposing sea powers and land powers. Mackinder and Spykman were most wary of Russia, as she dominated the Heartland. That concern was to become an obsession. Never, since then, have military hawks lost sight of it.

In this long history, the alliance of the US with Soviet Russia against Nazi Germany & Japan appears as a decidedly secondary affair. Four years of alliance against 75 years of war more or less ‘Cold’ is nothing much. It was only when it realized that a newly strong Germany could ally herself with Russia and sound the death knell of Anglo-Saxon power that it took fright, like the English and the French before 1914. It then chose the lesser of 2 evils. From that perspective, the 1941-45 alliance appears to be a purely opportunistic and temporary interlude in a long-term structural conflict inscribed in history and geography.

This is surely one of the reasons why the US, once it had become the major world power after WW2, turned at once against yesterday’s ally. Researchers consider Nicholas Spykman as one of the main sources of the containment policy formulated by the diplomat George F Kennan… (see ee, 12-18 Dec 2021)

Soviet Russia’s Containment by Military Bases – Kennan was posted in Berlin until the entry of the US into war against Germany, and then was sent to Moscow 1945-46. In June 1947, under the pen name ‘X,’ he wrote an article in Foreign Affairs, ‘The Sources of Soviet Conduct,’ in which he explained Stalin’s foreign policy as a combination of Marxist-Leninist ideology advocating the defeat of capitalist forces throughout the world, and his own determination to utilize the notion of ‘capitalist encirclement’ as a pretext to legitimize the regimentation of Soviet society and the consolidation of his power. It was thus necessary for the US to respond through a policy countering Soviet expansionism, Kennan argued. This was how the famed principle of containment was born.

The publication of that article divided the US political class. Journalist Walter Lippman, favorable to disengagement in Germany, severely criticized that analysis, which obliged the US to engage militarily into the Soviet Union’s peripheral territories, thus weakening US confidence without improving US security, left the initiative to the Soviets in triggering crises, and surrounded the US with heteroclite allies that might exploit the containment doctrine to pursue their own ends. In the meantime, the anonymity of the article had been seen through. The fact that it had been written by Kennan, director of political affairs at the State Department, gave it the standing of an official doctrine.

Kennan later claimed that he had never considered defining future policy. All his life, he would repeat that those warnings did not necessarily imply all the measures that were taken later to contain Soviet expansionism: ‘My ideas about containment have been twisted by people who understood and executed them solely as a military concept; and I think this is what led us to 40 years of the useless, horridly expensive process that the Cold War was.’ He stuck to his guns until the end of his life in 2005. But the harm had been done. By the end of the 1940s, the US had multiplied its military bases in the Rimland and strung out military pacts & economic exchange treaties in order to encircle the Soviet Union. NATO was created in 1949.

US pact mania, in the following years, clearly turned against the USSR – American States Alliance, Atlantic Alliance, ANZUS (with Australia & New Zealand), Japanese-American Treaty, SEATO (with Southeast Asia) and CENTO (Bagdad Pact) showed the will to control the periphery of the Asian continental mass in order to thwart alleged USSR ambitions, while Stalin, more interested in establishing an East-European bloc or in limited gains in Iran for example answered more to the classic geopolitics of Russian power than in a global power project for which he knew he did not have the means. The main objective of the US, in times of peace as of war, must be to prevent the unification of power centers in the Old World into a coalition hostile to their interests.

This US reading of the world was to dominate the entire Cold War. At the same time as that domination of the Rimland countries (which happen to be overflowing with natural gas & oil), the US entered into an implacable ideological fight against communism inside and outside of its borders.

The Red Scare followed the Russian Peril and a witch-hunt period began in the wake of the creation of the House Un-American Activities Committee by the House of Representatives in 1938.

Ideological Containment – In 1946 President Harry Truman set up a temporary commission whose mandate was to investigate the loyalty of federal officers. This consisted in identifying and dismissing subversive civil servants, proponents of ideologies or regimes described as ‘totalitarian.’ Five months later, Executive Order 9835 made the program permanent. In 1947 a list of ‘subversive’ organizations was published by the Department of Justice while the FBI collected information on suspects. By 1950 Joseph McCarthy was at the forefront of the US political scene and during 2 years 1953-54 the commission he presided over kept busy flushing out presumed communist agents, militants or sympathizers, attacking in particular intellectuals, trade unionists, and artists suspected of Muscovite sympathies.

That was when the ideological framework & the binary opposition – freedom and democracy versus communist oppression and dictatorship – that were going to last throughout the Cold War were put in place. The old vocabulary used against Russia despotism & tyranny was redeployed under the banner of anti-communism.

With the US supporting coups and the implantation of military or conservative dictatorships in most of the territories, it controlled military regimes in Latin America, monarchies in the Gulf and in Iran, other dictatorships in Asia – the descriptor ‘dictatorship’ was progressively banished and replaced by that of ‘totalitarianism,’ in order to better distinguish friendly regimes from the antipathetic socialist regimes which were to be fought. This semantic shift, which philosopher Raymond Aron introduced in France in 1965, allowed the development of a communications strategy as effective with public opinion in European democratic nations as with that in the authoritarian regimes of the liege countries of the Rimland.

The Cold War went on throughout the 1950-60s, coinciding with the period of decolonization and multiplication of liberation movements of Marxist inspiration supported by the Soviet Union. But in 1975, when both the Vietnam War and decolonization were about to end, the East-West confrontation had reached stalemate: neither winner nor loser. The Soviet Union kept the bloc acquired in 1945. Communism, even though divided, had turned out to be a powerful additive to decolonization and had conquered vast spaces, in China and in Africa in particular.

For its part, the US had kept its domination over client dictatorial regimes in Latin America, Asia and South Africa had even extended it to Chili and Argentine thanks to generals Pinochet and Videla’s coups, and had established solid bases in the key countries of the Rimland, notably the authoritarian monarchies of the Middle East rich in hydrocarbon, Iran, Saudi Arabia, and Gulf countries… (From: Creating Russophobia, from the Great Religious Schism to Anti-Putin Hysteria, Guy Mettan)

B2. Lessons for Sinhale – Cherokee, Coffee, Tea, Cotton, US Genocide & Slavery

Earlier popular movements of white settler workingmen found significant expression in the Presidency of Andrew Jackson, the central figure of ‘Jacksonian Democracy’. This phrase is used by historians to designate the rabble-rousing, anti-elite reformism he helped introduce into settler politics. His role in the early political stirrings of the white workers was so large that even today some Euro-Amerikan ‘Communist’ labor historians proudly refer to ‘the national struggle for economic and political democracy led by Andrew Jackson.’(Philip S Foner. History of the Labor Movement of the USs, 1978)

Jackson did indeed lead a ‘national struggle’ to enrich not only his own class (the planter bourgeoisie) but his entire settler nation of oppressors. He stood at a critical point in the great expansion into Empire. During his 2 administrations he personally led the campaigns to abolish the National Bank (which was seen by many settlers as protecting the monopolistic power of the very few top capitalists and their English & French backers) and to ensure settler prosperity by annexing new territory into the Empire. In both he was successful.

The boom in slave cotton and the parallel rise in immigrant European labor was tied to the removal of the Indian nations from the land. After all, the expensive growth of railroads, canals, mills & workshops was only possible with economic expansion – an expansion that could only come from the literal expansion of Amerika through new conquests. And the fruits of new conquests were very popular with settlers of all strata, North and South. The much-needed expansion of cash export crops (primarily cotton) and trade was being blocked as the settled land areas ran up against the Indian-US Empire borders. In particular, the so-called ‘5 Civilized Nations’ (Creeks, Cherokees, Choctaws, Chickasaws, Seminoles), Indian nations that had already been recognized as sovereign territorial entities in US treaties, held much of the South: Northern Georgia, Western North Carolina, Southern Tennessee, much of Alabama and two-thirds of Mississippi. (Mary E Young, ‘Indian Removal & Land Allotment: the Civilized Tribes & Jacksonian Justice,’ American Historical Review, 1958)

The settlers were particularly upset that the Indian nations of the Old Southwest showed no signs of collapsing, ‘dying out’ or trading away their land. All had developed stable and effective agricultural economies, with considerable trade. Euro-Amerikans, if anything, thought that they were too successful. The Cherokee, who had chosen a path of adopting many Western societal forms, had a national life more stable & prosperous than that of the Euro-Amerikan settlers who eventually occupied those Appalachian regions after they were forced out. A Presbyterian Church report in 1826 records, the Cherokee nation had: 7,600 houses, 762 looms, 1488 spinning wheels, 10 sawmills, 31 grain mills, 62 blacksmith shops, 18 schools, 70,000 head of livestock, a weekly newspaper in their own language, and numerous libraries with ‘thousands of good books’. The Cherokee national government had a 2-house legislature and a supreme court. (Peter Farb, Man’s Rise to Civilization, 1968)

Under the leadership of President Jackson, the US Government ended even its limited recognition of Indian sovereignty, and openly encouraged land speculators and local settlers to start seizing Indian land at gunpoint. A US Supreme Court ruling upholding Cherokee sovereignty vs the state of Georgia was publicly ridiculed by Jackson, who refused to enforce it. In 1830 Jackson finally got Congress to pass the Removal Act, which authorized to use the army to totally relocate or exterminate all Indians east of the Mississippi River. The whole Eastern half of this continent was now to be completely cleared of Indians, every square inch given over to the needs of European settlers. In magnitude this was as sweeping as Hitler’s grand design to render continental Europe ‘free’ of Jews. Under Jackson’s direction, the US Army committed genocide on an impressive scale. The Cherokee Nation, eg, was dismantled, with one-third of the Cherokee population dying in the Winter of 1838 (from disease, famine, exposure and gunfire as the US Army marched them away at bayonet point on ‘The Trail of Tears’, Farb).

So the man who led the settler’s ‘national struggle for economic and political democracy’ was not only a bourgeois politician, but in fact an apostle of annexation and genocide. The President of ‘The Trail of Tears’ was a stereotype frontiersman – a fact which made him popular with poorer whites. After throwing away his inheritance on drinking and gambling, the young Jackson moved to the frontier (at that time Nashville, Tenn) to ‘find his fortune’. That’s a common phrase in the settler history books, which only conceals the reality that the only ‘fortune’ on the frontier was from genocide. Jackson eventually became quite wealthy through speculating in Indian land (like Washington, Franklin and other settlers before him) and owning a cotton plantation with over 100 Afrikan slaves. The leader of ‘Jacksonian Democracy’ had a clear, practical appreciation of how profitable genocide could be for settlers.

First as a land speculator, then as slavemaster, and finally as General & then President, Jackson literally spent the whole of his adult life personally involved in genocide. During the Creek War of 1813-14 Jackson and his fellow frontiersmen slaughtered hundreds of unarmed women and children – afterwards skinning the bodies to make souvenirs (Ronald T Takaki, Iron Cages, 1979).

Naturally, Jackson had a vicious hatred of Indians and Afrikans. He spent the majority of his years in public office pressing military campaigns against the Seminole in Florida, who had earned special enmity by sheltering escaped Afrikans. US military campaigns in Florida against first the Spanish and then the Seminole, were in large part motivated by the need to eliminate this land base for independent Afrikan regroupment.

The Seminole Wars that went on for over 30 years began when Jackson was an army officer and ended after he had retired from the White House – though he still sent Washington angry letters of advice on the war from his retirement. They were as much Afrikan wars as Indian wars, for the escaped Afrikans had formed liberated Afrikan communities as a semi-autonomous part of the sheltering Seminole Nation (Richard Maxwell Brown, Strain of Violence, 1975).
